|b Before 1912, Morocco had only a private domain of makhzen and not a public domain excluding the Habus. There are many types of concessions in this area. The protectorate intervened to give the country a public domain. The legal and economic logic of the time is certainly different from the requirements of the present development. The texts and reforms adopted during this period are almost entirely in force today, which constitutes a hindrance to development. The public and private domain needs a reform that takes into account economic and social developments in order to overcome the protectionist logic of the public domain and make it productive on the basis of the win-win rule.
|d Avant 1912, le Maroc n'a qu'un domaine privé du makhzen et non un domaine public à l'exclusion des Habous. Ce domaine, fait l'objet de nombreux types de concessions. Le protectorat a intervenu pour doter le pays d'un domaine public. La logique juridique et économique de l'époque de cette époque est certes, différente des exigences du développement actuel. Les textes et les réformes adoptés durant cette période, sont dans leur quasi-totalité en vigueur aujourd'hui, ce qui constitue une entrave au développement. Le domaine public et privé a besoin d'une réforme qui prend en considération les évolutions économiques et sociales afin de dépasser la logique protectionniste du domaine public et le rendre productif sur la base de la règle gagnant-gagnant.
