المستخلص: تحدد طبيعة العلاقة بين المركز والمحيط الحدود المفروضة على الجماعات الترابية على مستوى بلورة القرار الترابي والتي تتجسد من خلال هيمنة سلطة البيروقراطية الإدارية على المستوى المحلي، نظرا للموارد المتاحة لها، القانونية والتنظيمية والبشرية والمؤسساتية، وهو ما يطرح سؤال العلاقة بين الديمقراطية والبيروقراطية. مما يجعل اللامركزية مجالا لتنفيذ سياسات السلطة المركزية ومخططاتها الاستراتيجية والتنموية ومجالا لدعم مشروعيتها، مما يفرض حدودا على بلورة القرار الترابي رغم مختلف المكتسبات التي تحققت في هذا السياق. ويتجسد الهدف الأساسي من البحث في تحديد طبيعة العلاقة بين اللامركزية والمركزية على مستوى بلورة القرار الترابي. وخلصنا إلى نتيجة أساسية من خلال دراستنا للموضوع والتي تمثلت في هيمنة الجهاز البيروقراطي على سلطة القرار الترابي، رغم كل المكتسبات التي تحققت لصالح الديمقراطية المحلية لازالت سلطات اللاتركيز الإداري تتمتع بمختلف الموارد القانونية والمؤسساتية لتنفيذ السياسات العمومية الترابية. ليخلص البحث إلى أهم توصية وهي ضرورة إعادة ترتيب العلاقة بين الدولة ومحيطها الترابي ومنح قدر من الاستقلالية للمنتخب في بلورة القرار الترابي من خلال التخفيف من سلطة المراقبة التي يمارسها الجهاز البيروقراطي المحلي.

The nature of the relationship between the center and the periphery determines the limits imposed on the territorial groups at the level of territorial decision-making, which is embodied through the dominance of the administrative bureaucratic authority at the local level, given the available legal, organizational, human and institutional resources, which raises the question of the relationship between democracy and bureaucracy. This makes decentralization an area for implementing the policies of the central authority and its strategic and developmental plans and an area for supporting its legitimacy, which imposes limits on the crystallization of the territorial decision despite the various gains that have been achieved in this context. The main objective of the research is to determine the nature of the relationship between decentralization and centralization at the level of crystallization of the territorial decision. And we came to a basic conclusion through our study of the subject, which was represented in the dominance of the bureaucratic apparatus over the authority of the territorial decision-making, despite all the gains that have been achieved in favor of local democracy, the authorities of administrative non-concentration still enjoy various legal and institutional resources to implement soil public policies. The research concludes with the most important recommendation, which is the necessity of rearranging the relationship between the state and its territorial environment and granting a measure of independence to the elected in formulating the territorial decision by mitigating the monitoring power exercised by the local bureaucratic apparatus.
