|a هدفت الدراسة لتغطية المعالم الرئيسية لدراسة علوم وموضوعات الإدارة العامة بفروعها في سياق الحالة الصينية وذلك من زوايا عدة، سواء من حيث بدايات التخصص في الحالة مجال الدراسة وتطوره حتى الحقبة الراهنة والعوامل التي تسببت في هذا التطور الأسلوب العام لتصميم خريطة البرامج الدراسية والأكاديمية لتناول التخصص في السياق الأكاديمي الصيني من حيث طبيعة الموضوعات والمقررات ومن حيث أيضًا تتبع حركة البحث العلمي من زاوية النشر، ومن ثم استخلاص عدد من السمات العامة التي تميز النظام الأكاديمي الصيني ومقارنتها مع السمات العامة للمدرسة الغربية لاسيما الولايات المتحدة وأوروبا، وقد خرجت الدراسة بعدد من النتائج بخصوص الحالة الصينية أهمها التنوع الكبير في تغطية موضوعات التخصص الإداري البيني في النظام الأكاديمي الصيني التأثر الواضح بالنظريات الحديثة لاسيما الغربية في تناول موضوعات الدراسة بالرغم من آلية التصميم التي حرصت على انعكاس الثقافة المحلية والعقيدة الصينية على طبيعة المقررات والموضوعات واتساع أعداد البرامج الأكاديمية لدراسة التخصص عامًا تلو الآخر مع الاتجاه لتدويل هذه البرامج والمنافسة بها دوليا في سبيل نشر الثقافة الصينية واستقطاب البعثات وتبادلها مع الدول والمدارس الدولية، وتطوير معايير الدراسة والالتحاق والقبول بالبرامج، لكن يقابل ذلك مشكلات تتعلق بجانب ضعف مستوى النضج المنهاجي والتحليلي الكمي في تصميم الموضوعات العلمية والبحث والنشر العلمي، وفي النهاية خرجت الدراسة بعدد من التوصيات الهادفة لتطوير البرامج العربية المتخصصة في الإدارة العامة والسياسات اعتمادًا على الخبرة الصينية، وتوجتها بعدد آخر من التوصيات ببحوث مستقبلية في ذات الإطار.
|b The major target of study was to trace and cover the major features of studying public administration inside the Chinese academic context from many aspects starting with tracing historic evolution of administrative discipline, main features of public administration & public policy academic program design of contents, features of administrative scientific publishing, nature of native discipline status compared to liberal western administrative discipline (USA & EU), thus study came to some conclusion that Chinese administrative academic local context is characterized by multidisciplinary of postgraduate programs' designs, colored with special features of the western administrative theory in spite of Chinese efforts of preserving their own local societal doctrine over the major topics & scientific research, beside variety of already available public administration programs in both Chinese language in addition to other 26 different programs in English language for the purpose of internationalization of Chinese administrative cultures competing with western schools, in addition to modernizing and updating standards of admission, dispatching researchers and students abroad, but on the other side the study concluded some other excising dilemmas within Chinese administrative context and the most important of which is lack to more sophisticated administrative methodologies especially in way of quantitative mathematical analysis of administrative topics processing & scientific publishing researches, then finally the study offered some of practical recommendations addressing developing Arabian administrative academic context depending on lessons learnt from Chinese experiences in the same line beside other numbers of future recommendations on performing studies similar to current study objectives applying on other different cases.
