المستخلص: استهدفت الدراسة الحالية تقديم خطة استراتيجية مقترحة لتحسين الأداء التعليمي بمدارس المعاهد القومية بمصر في ضوء مدى رضا طلابها عن هذا الأداء، ومدى أهمية العناصر الأساسية المشكلة لمقومات هذا الأداء بالنسبة لهم من خلال توظيف مدخل تحليل الأهمية - الأداء IPA، حيث تعانى المكتبة التربوية من قلة الدراسات التي تناولت الأداء التعليمي بمدارس المعاهد القومية بمصر، وتوظيف مدخل تحليل الأهمية - الأداء IPA لتحسين الأداء التعليمي في مرحلة التعليم قبل الجامعي، انطلاقاً من ذلك الهدف سعت الدراسة الحالية إلى تحليل الأسس الفكرية والنماذج التطبيقية لمدخل تحليل الأهمية الأداء IPA، والتعرف على مقومات منظومة مدارس المعاهد القومية، وواقع الأداء التعليمي بها، وتقديم خطة استراتيجية مقترحة تستند إلى نتائج المراجعة التحليلية للأدبيات ذات الصلة بموضوع الدراسة، ونتائج تحليل متغيرات واقع الأداء التعليمي بمدارس المعاهد القومية الذي تم رصده باستخدام تحليل سوات SWOT Analysis ومدخل تحليل الأهمية - الأداء IPA. وقد توصلت الدراسة إلى مجموعة نقاط الضعف ومواطن القوة التي تتسم بها مدارس المعاهد القومية، وكذلك التحديات التي يجب أن تتخطاها وتتجاوزها، والفرص التي يجب أن تستثمرها لتنفيذ الخطة الاستراتيجية المقترحة لتحسين أدائها التعليمي في ضوء مدخل تحليل الأهمية - الأداء IPA، وقد توصلت الدراسة إلى أولويات التحسين التي يجب أن تأخذها مدارس المعاهد القومية بعين الاعتبار والتي تم تصنيفها إلى أربعة مجموعات أساسية: (1) أداء ضعيف Concentrate Here (2) استمر في العمل الجيد Keep Up The Good Work (3) أولوية منخفضة Low Possible (4) مبالغة محتملة Priority Overkill.

The current study aimed to present a proposed strategic plan to improve educational performance in National Institutes schools in Egypt in light of the extent of their students’ satisfaction with this performance, and the extent of the importance of the basic elements that constitute the components of this performance for them by employing the Importance-Performance Analysis approach (IPA), as the educational library suffers from The lack of studies that dealt with educational performance in national institute schools in Egypt, and the use of the Importance-Performance Analysis (IPA) approach to improve educational performance in the pre-university education stage. Based on that goal, the current study sought to analyze the intellectual foundations and applied models of the Importance- Performance Analysis (IPA) approach. And to identify the components of the National Institutes Schools system, the reality of educational performance in it, and present a proposed strategic plan based on the results of the analytical review of the literature related to the subject of the study, and the results of the analysis of the variables of the reality of educational performance in the National Institutes schools that were monitored using SWOT Analysis and the Importance-Performance Analysis (IPA) approach. The study found a set of weaknesses and strengths that characterize national institute schools, as well as the challenges that they must overcome and overcome and the opportunities that they must invest in implementing the proposed strategic plan to improve their educational performance in light of the Importance-Performance Analysis (IPA) approach. The study came up with priorities. The improvements in National Institutes schools should consider are categorized into four basic groups: (1) Concentrate Here, (2) Keep Up The Good Work, (3) Low Priority, and (4) Possible Overkill.
