المستخلص: لقد سقطت حركة الاستعمار في العالم، برامج عمرانية التي يمكن فهم مساراتها التاريخية من خلال بعض الممارسات التي تخضع للمعاينة والتحليل. تقترح هذه الدراسة تقصي حالة مدينة سيدي بلعباس بالجزائر حيث بقي الاحتلال الفرنسي خلال مدة مائة وثلاثين سنة. وفي محاولة تفسير بعض الرهانات الكولونيالية التي طغت في عملية تهيئة الإقليم، تبدو تقارير الكسي دي توكفيل Alexis de Tocqueville بالمناسبة، مضيئة للإمساك بآليات إنشاء المدينة. وفي الواقع، فإن العديد من العوامل وفي مستويات عدة، كانت سببا في مصدر تأسيس المدينة التي تنخرط في منطق اللحمة الإقليمية. تشكل المدينة كلا جديرا بالملاحظة والتقدير من حيث تركيبه وهندسته التي هي قد تفيدنا كثيرا إذا بحثنا عن النماذج الثقافية والفنية التي تعتمدها. واعتبارا أن المدينة هي مدينة كولونيالية، فما هي أسس إنشاءها وتطورها؟ وكذلك ما هي المبادئ العمرانية الحاسمة في تنظيم مجالها؟

Colonization in the world brought urbanization programs into operation, among which some applications have been subject to observation and analysis in order to understand historical processes. The present article suggests examining the example of Sidi-Bel-Abbès, in Algeria, occupied by France for 130 years. By looking for and deciphering certain colonial stakes which prevailed in urban planning, Alexis de Toqueville’s reports on this subject are very enlightening to grasp the mechanisms in creating the town. Several factors at different levels are at the origin of its foundation that enter in a logic of territorial web. The town forms an astonishing ensemble in its arrangement and geometry which are interesting to look at for cultural and technical models. So a colonial town, what were the grounds for its creation and evolution and the decisive urban planning principles for its spatial organization.

Le mouvement de colonisation dans le monde, a mis en oeuvre des programmes d’urbanisation dont certaines applications ont fait l’objet d’observations et analyses pour en comprendre les processus historiques. Le présent article se propose d’examiner le cas de Sidi-Bel-Abbès en Algérie que la France a occupé durant 130 années. En cherchant à décrypter certains des enjeux coloniaux qui ont prévalu à l’aménagement du territoire, les rapports d’Alexis de Tocqueville sont à ce titre, très éclairants pour saisir les mécanismes de création de la ville. Plusieurs facteurs en fait et à différents niveaux sont à l’origine de sa fondation qui s’inscrit dans une logique de trame territoriale. La ville constitue un ensemble remarquable par sa composition et sa géométrie dont il est intéressant de rechercher les modèles culturels et techniques. Ville coloniale donc, quels ont été les fondements de sa création et de son évolution ainsi que les principes urbanistiques décisifs de l’organisation de son espace?
