المستخلص: تناولت الدراسة دور التخطيط الاستراتيجي في تطوير مشاركة القوات المسلحة السودانية بتحالف عاصفة الحزم. تمثلت مشكلة الدراسة إن أغلب التحالفات العسكرية التي شاركت فيها القوات المسلحة السودانية مثل تحالف عاصفة الحزم أتت دون تخطيط مسبق وفي ظل غياب التخطيط الاستراتيجي. من المشكلة نبعت الأسئلة الآتية: ما دور التخطيط الاستراتيجي في تطوير مشاركة القوات المسلحة السودانية في تحالف عاصفة الحزم؟ إلى أي مدى يساهم التخطيط الاستراتيجي في تطوير مشاركة القوات المسلحة السودانية وتحويلها إلى شراكات استراتيجية شاملة ومستدامة؟ افترضت الدراسة أن التخطيط الاستراتيجي له دور رئيسي في استثمار مشاركة القوات المسلحة السودانية في تحالف عاصفة الحزم؛ بما يضمن تطويرها وتحويلها إلى شراكات استراتيجية شاملة ومستدامة نبعت أهمية الدراسة من خلال ربط العلاقة فيما بين التخطيط الاستراتيجي والتحالفات الاستراتيجية، إبراز الدور الرئيسي والفعال للتخطيط الاستراتيجي في تحويل التحالفات العسكرية إلى شراكات الاستراتيجية شاملة ومستدامة. هدفت الدراسة إلى ربط علاقة التخطيط الاستراتيجي بالتحالفات العسكرية والشراكات الاستراتيجية وإبراز دورها من خلال رصد الفرص والمهددات ونقاط القوى ومواطن الضعف. اتبعت الدراسة المنهج التاريخي والوصفي التحليلي والقانوني والمنهج المقارن. توصلت الدراسة إلى عدة نتائج منها أن غياب التخطيط الاستراتيجي انعكس سلبا على مشاركة السودان في تحالف عاصفة الحزم ولم يسهم في تطوير التحالف وتحويله إلى شراكة استراتيجية. أوصت الدراسة بعدد من التوصيات منها تفعيل دور التخطيط الاستراتيجي وتوظيفه لتطوير مشاركة السودان في تحالف عاصفة الحزم وتحويلها إلى شراكة استراتيجية شاملة ومستدامة.

The study addressed the role of strategic planning in developing the participation of the Sudanese Armed Forces in the Decisive Storm Alliance. The problem of the study was that most of the military alliances in which the Sudanese Armed Forces participated like the Decisive Storm Alliance came without prior planning and in the absence of strategic planning. From the problem, the following questions arose: What is the role of strategic planning in developing the participation of the Sudanese Armed Forces in the Decisive Storm Alliance? To what extent does strategic planning contribute to developing the participation of the Sudanese Armed Forces and transforming it into comprehensive and sustainable strategic partnerships? The study assumed: Strategic planning has a major role in investing in the participation of the Sudanese Armed Forces in the Decisive Storm Alliance; in a way that ensures its development and transformation into comprehensive and sustainable strategic partnerships. The importance of the study arose from linking the relationship between strategic planning and strategic alliances, highlighting the main and effective role of strategic planning in transforming military alliances into comprehensive and sustainable strategic partnerships The study aimed to link the relationship between strategic planning and military alliances and strategic partnerships and highlight their role by monitoring opportunities, threats, strengths. The study followed the historical, descriptive, analytical, legal and comparative approaches. The study reached several results, including that the absence of strategic planning negatively affected Sudan’s participation in the Operation Decisive Storm Alliance and did not contribute to developing the alliance and transforming it into strategic partnerships. The study recommended a number of recommendations, including activating the role of strategic planning and employing it to develop Sudan’s participation in the Operation Decisive Storm alliances and transforming it into a comprehensive and sustainable strategic partnership.
