|a يتفق العالم أن الأطفال من ذوي الاحتياجات الخاصة فرصتهم أقل في الاتصال بالعالم الخارجي في المجالات جميعها، ولعل من أبرز سياسات دمجهم في المجتمع هو فتح المجال أمامهم للولوج إلى البيئة الرقمية واحترامهم عبر الإنترنت، غير أن الآونة الأخيرة عرفت تنامي التحذيرات حول مخاطر وأضرار البيئة الرقمية على الطفل ذي الاحتياجات الخاصة، وضرورة السعي نحو تمكين هذا الطفل من الوصول الأمن إلى هذا الفضاء ضمن إطار حقوق الإنسان وحمايته. تحلل هذه الدراسة أهمية البيئة الرقمية بالنسبة للأطفال من ذوي الاحتياجات الخاصة وأهم الأخطار التي تتربص بهم فيها، وتسلط الضوء على الحماية التي تقرها المواثيق الدولية والتشريع الجزائري في هذا الإطار.
|b There is a global consensus that children with special needs face significantly reduced opportunities for engaging with the external world across various domains. A pivotal approach to integrating them into society involves facilitating their access to digital environments while safeguarding their rights online. Nonetheless, there has been a rising concern about the dangers posed by the digital world to these children, emphasizing the critical need to ensure their secure access within a framework that respects human rights and provides protection. This study delves into the significance of the digital environment for children with special needs and outlines the primary risks they encounter. It also sheds light on the protective measures endorsed by international conventions and Algerian laws in this context.
