|a إن عدم توصل المجتمع الدولي إلى موقف واضح حول ضرورة تجريم دفع الفدية باعتبارها موردا ماليا أساسيا لتمويل الكيانات الإرهابية عائق أساسي حال دون التوافق على تعريف جامع وتوافقي للإرهاب الدولي. اتخذت الجزائر على غرار العديد من الدول وفقا لتجربتها في مجابهة الإرهاب موقفا صارما حول تجريم دفع الفدية، وتمكنت من موقفها هذا وسعيها لذلك بالتأثير على هيئة الأمم المتحدة واستصدرت اللائحة 1904 (2009) من مجلس الأمن، مؤكدا في مضمونها تجريم دفع الفدية إلى جانب تبنّي عدة قرارات أخرى في هذا الموضوع، فضلا عن الجمعية العامة التي اتخذت الموقف نفسه، ولكن اختلفت آراء الدول حول تجريم دفع الفدية نظرا لمركز الفرد خاصة في الدول الأوروبية منها.
|b The inability of the international community to reach a clear position on the need to criminalize the payment of ransoms as a basic financial resource for the financing of terrorist entities is a major obstacle that has prevented agreement on a comprehensive definition and consensus of international terrorism. Algeria, like many countries, has taken a strict position on the criminalization of ransom payment according to its experience in the fight against terrorism, and it has managed this position and its efforts to do so by influencing the United Nation, and Regulation 1904 (2009) was published by the Security Council, affirming in its content the criminalization of the payment of the ransom as well as the adoption of several other decisions on this subject, also, the General Assembly adopted the same position, but the opinions of countries differed on the criminalization of ransom payment because of the position of the individual especially in European countries.
