تحاول هذه المقالة توضيح أهمية تطبيق قواعد الحكامة في الإدارة العمومية، كما أنها تسعى إلى تشخيص مجموعة من التحديات والإشكالات التي تعرقل تطبيق تلك القواعد في القطاع العام. فمنذ 1990 ظهرت العديد من المطالب التي تنادي بإجراء إصلاحات جوهرية على القطاع العمومي من مقاربة ليبرالية، وفي هذا السياق أصبح الجهاز الإداري للدولة موضوع نقاش عمومي على المستوى الوطني والدولي، وذلك من أجل فتح المجال أكثر لإشراك المجتمع المدني والقطاع الخاص في تحمل مسؤوليات تدبير وإدارة الشأن العام وتطوير خدمات المرافق العمومية وتحفيز الاستثمار، غير أن تطبيقات قواعد الحكامة بمفهومها الليبرالي لازالت تعترضها تحديات ورهانات على مستوى الواقع والممارسة. وفي هذا السياق، تأتي أسباب ودوافع كتابة هذه المساهمة العلمية من أجل تعريف ماهية الحكامة وتحديد معايير تطبيقاتها، ثم تأصيل قواعد الحكامة ضمن بنية التنظيم الإداري للدولة، وأخيرا تحديد عوائق تطبيق قواعد الحكامة في الإدارة العمومية.
The intent in This article is to pinpoint the importance of applying governance rules in public administration, and to diagnose a series of challenges and problems hindering the application of these rules in the public sector. Since 1990, many liberal-centered demands have emerged calling for the fundamental reforms in the public sector. Within this fromework, the state's administrative apparatus has become the subject of heated debate hoth at the national and at the international levels, in vieu of a much bigger opportunity for the involvement of the cvil society and the private sector in assuming the responsibilities of managing and administering public affairs, in developing public utility services, and in stimulating investment. However, the applications of governance rules in their liberal sense is still facing defacto challenges, hence and practice motivation for writing this article (i) defining governance and the standards for its application, then(ii) establishing rules of governance within the fabric of the state's administrative organization, and finally(iii) identifying the obstacles to governance rules application in public administration.
