|a شخصت الممارسات التنفيذية والأخطاء التشريعية في قوانين القطاع الزراعي التي سبقت عام ١٩٦٨م وكان تشخيصها دافعاً للإعلان عن العزم في تجاوز مفهوم الإصلاح الزراعي التقليدي، والاتجاه نحو قاعدة إرساء قواعد لنظم زراعية تكون دعامة مهمة للتطور الاقتصادي والاجتماعي في العراق، ومن ثم تلافي تلك النواقص والأخطاء ودراسة واقع المرحلة وتجاوزها، فكان إعطاء القطاع الزراعي الأولوية المتميزة، بنفس الوقت الذي اهتمت فيه بالصناعة والمواصلات والكوادر الفنية وباقي الخدمات.
