|a إن الفساد الإداري بمختلف أنواعه هو ظاهرة غير مرغوب فيها، ومحرمة دينياً وأخلاقياً وقانونياً، ويعتبر كل من يقوم بعمل الفساد أو نشره في وسط المجتمع، يعتبر منبوذاً ويعاقب بالنص الشرعي والقانون الوضعي، ومن هنا تعتبر ممارسة الفساد الإداري إذا استغل في مجال الوظيفة العامة بكل ما تحمله من خدمات للإنسان في كل مجالات الحياة، أمراً غير مقبول، لأن الوظيفة تكليفاً وليست تشريفاً، الوظيفة تعتبر في حكم الأمانة والوطنية وليست سلعة تتم المتاجرة بها وتصبح مصدراً للفساد بمختلف أنواعه وأشكاله في وسط المجتمع.

Anyone who commits corruption or spreads it in the midst of society is considered an outcast and is punished according to the legal text and positive law. Hence, the practice of administrative corruption is considered if it is exploited in the field of public service in any way. It is unacceptable to provide services to a person in all areas of life, because the job is an assignment and not an honor. The job is considered a matter of honesty and patriotism and not a commodity that is traded and becomes a source of corruption of all kinds and forms in the midst of society.
