المستخلص: جاءت هذه الدراسة لتسليط الضوء على موقف مجلس النواب اللبناني من القضايا الاقتصادية بين عامي 2005-2012م، وما رافق المدة من تطورات سياسية وأمنية كان لها الأثر السلبي على الواقع الاقتصادي للبنان، تمثلت باغتيال الحريري وتداعياته على الوضع الاقتصادي، وما تبعه من تعطيل وأقفال للمجلس دام عام ونصف، فضلا عن التجاذبات السياسية عند تشكيل كل حكومة والأحداث الأمنية التي رافقت عملية التشكيل، إذ تابع المجلس كل ما يهم الاقتصاد الوطني اللبناني، فأولى القضية الزراعية جانبا مهما كونها الركن الأساسي للحياة الاقتصادية في لبنان، ناقش خلالها الأوضاع العامة للمزارعين، وتدني مستوى الزراعة في لبنان بسبب ضعف الميزانية العامة، وما رافق ذلك من مشاكل أجبرت المزارع للهجرة للمدينة، بسبب قلة الدعم الحكومي، فضلا عن الاهتمام بقضايا الصناعة وتشجيع التطور الصناعي، وسن القوانين الضرورية لحمايتها، وتوفير المواد الأولية الرئيسية، وأزمة الوقود وتأثيرها على الصناعة، وحمايتها من المنافسة الخارجية، عن طريق سن القوانين والتشريعات الكفيلة بذلك. في السياق نفسه، ظهر اهتمام مجلس النواب بالتجارة وشؤونها لدورها الأساسي في دعم الاقتصاد اللبناني، ومناقشة السبل الكفيلة في تطويرها تحديدا الاهتمام بالبنى التحتية. السياحة وتنشيطها في لبنان شكلت مورد مهم للاقتصاد اللبناني، بالرغم من تراجعها مدة معينة بسبب الأوضاع السياسية والأمنية التي عاشها لبنان، وناقش المجلس الأساليب الكفيلة بتطوير قطاع السياحة، أما البطالة وتأثيرها السلبي على المجتمع، كانت هي الأخرى من أولويات المجلس، نتيجة أهميتها الكبيرة وانعكاسها على المجتمع، إذ ناقش المجلس مشكلة البطالة وتأثيراتها السلبية على المجتمع اللبناني.

This study came to shed light on the position of the Lebanese House of Representatives on economic issues between the years 2005-2012, and the political and security developments that accompanied the period that had a negative impact on the economic reality of Lebanon, represented by the assassination of Hariri and its repercussions on the economic situation, and the subsequent disruption and closure of the House that lasted. A year and a half, in addition to the political tensions during the formation of each government and the security events that accompanied the formation process, as the Council followed everything that concerned the Lebanese national economy. It gave the agricultural issue an important aspect as it is the basic pillar of economic life in Lebanon, during which it discussed the general conditions of farmers and the low level of agriculture. In Lebanon, due to the weakness of the general budget, and the accompanying problems, farmers were forced to migrate to the city, due to the lack of government support. In addition to paying attention to industry issues, encouraging industrial development and enacting the necessary laws to protect it, providing the main raw materials, the fuel crisis and its impact on the industry, and protecting it from external competition, by enacting laws and legislation to do so. In the same context, the House of Representatives showed interest in trade and its affairs due to its fundamental role in supporting the Lebanese economy, and discussed ways to develop it, specifically paying attention to infrastructure. Tourism and its revitalization in Lebanon constituted an important resource for the Lebanese economy, despite its decline for some periods due to the political and security conditions that Lebanon experienced. The Council discussed methods to develop the tourism sector. As for unemployment and its negative impact on society, it was also one of the Council’s priorities, as a result of its great importance and its impact on Society, as the Council discussed the problem of unemployment and its negative effects on Lebanese society.
