|a تحلل هذه الورقة البحثية قدرة الإدارات الجمركية على الاستجابة للكوارث الطبيعية. فبالإضافة إلى المهام الجمركية التقليدية مثل تحصيل المكوس والإدارة الأمنية للحدود ومراقبة حركة البضائع والأشخاص، تلعب الجمارك دورا حاسما في إدارة الكوارث والأزمات بشكل عام، للحد من تداعياتها السلبية على الاقتصاد العالمي والتجارة الدولية والمجتمعات البشرية. يقترح هذا المقال مناقشة هذه الإشكالية بشكل عام من جهة، ودراسة تجربة المغرب في هذا الإطار من جهة أخرى، ويتمحور هذا البحث حول ثلاثة عناصر أساسية: أزمنة الكوارث الطبيعية وأثرها على تسهيل وتأمين المبادلات عبر الحدود. دور الجمارك في الحد من آثار الكوارث والأزمات. التدابير المتخذة لمواجهة مثل هذه الحالات في السياق المغربي.
|b This research paper analyzes the ability of customs administrations to respond to natural disasters. Indeed, in addition to traditional customs functions such as excise collection, border security management and control of the movement of goods and persons, customs plays a crucial role in disaster and crisis management in general, to reduce its negative consequences on the global economy, international trade and human societies. This article proposes to discuss this problem in general, on the one hand, and to study Morocco's experience in this context on the other. This research focuses on three key elements: Disaster times and their impact on facilitating and securing cross-border movements; The role of customs in limiting the effects of crises and disasters; Measures implemented to confront such these situations in the Moroccan context.
