|a تسعى هذه الدراسة إلى تسليط الضوء على إشكالية التقاعد المبكر وتأثيراته السلبية على أداء المؤسسات، التي من أبرزها فقدان المعرفة الضمنية للعمال الخبراء، وذلك نتيجة عدم وجود استراتيجيات لنقل المعرفة بين الأجيال في أغلب المؤسسات الجزائرية الاقتصادية منها والعمومية؛ خاصة بعد إلغاء قانون التقاعد المسبق سنة 2016، وما انجر عنه من انسحاب للعمال الخبراء من مؤسساتهم وهم في أوج عطائهم، إذ تم إجراء دراسة ميدانية في كل من المديريتين الجهويتين للإنتاج بحوض بركاوي وحاسي مسعود باعتبارهما من المؤسسات الاقتصادية التي شهدت ارتفاعا كبيرا في معدلات التقاعد المبكر خلال الفترة (2017-2015)، وهذا ما أثر سلبا على تنفيذ برامج نقل المعرفة بين الأجيال مما ساهم في فقدان المعرفة الضمنية للعمال الخبراء المتقاعدون وعدم تمكن خلفائهم الجدد من الاستفادة منها.
|b This study seeks to shed light on prior retirement issue and its negative effects on institutions' performance, mainly the loss of tacit knowledge of expert workers due to the lack of strategies to transfer knowledge between generations in most Algerian economic and governmental institutions, notably after the abolition of the pre-retirement law in 2016; which results in withdrawal of expert workers from their institutions while they were in their full force. A field study was conducted in the two regional directorates of production of Haoud Berkaoui and Hassi Messaoud as one of the economic institutions that witnessed a significant increase in prior retirement rates during the period of (2015-2017), by which the implementation of intergenerational knowledge transfer programs were negatively affected. This contributed in the loss of tacit knowledge of the retired expert workers and the inability of their new successors to benefit from it.
