|a لقد كان من الآثار والانعكاسات الأساسية المهمة التي ترتبت على الدخول الأمريكي للعراق عام ٢٠٠٣، هو تغير بنية ومعالم النظام السياسي وانتقال طبيعة الحكم فيه من نظام الحكم الشمولي الدكتاتورية الاستبدادي، إلى نظام الحكم البرلماني التعددي الاتحادي الذي يتم تداول السلطة فيه على أساس سلمي، والذي يأخذ شرعيته من سلطة الشعب عبر انتخابات حرة ونزيه، ولقد كان من مكتسبات هذا التحول الديمقراطي الجديد هو العمل على تفعيل آليات وأسس المجتمع المدني بعد عام ٢٠٠٣ عبر دعم المؤسسات والمنظمات والقوى والتوجهات العاملة على مثل هذا الصعيد.
