الديمقراطية والمجتمع المدني صنوان لا يفترقان، فالديمقراطية بوصفها الإطار الضروري لتلكين أفراد المجتمع من ممارسة حقوقهم وحرياتهم من جهة ، وتلكين الحاكمين من الشرعية التي تبرر سلطتهم من جهة أخرى ، إنما تتم من خلال الممارسة الديمقراطية ، وتتأتى عبر مؤسسات المجتمع المدني التي هي جزء من شروط الديمقراطية نفسها ، فممارسة الحقوق تنشأ مؤسسات المجتمع المدني وبتغلغلها في جسم المجتمع تتعمق الممارسة الديمقراطية بدورها. ومع دخول العراق عهدا جديدا هو عهد انتهاء الديكتاتورية والحكم التسلطى وبدء مرحلة جديدة تتمثل في الديمقراطية ، وفي ضوء العلاقة الوارد ذكرها أعلاه بين الديمقراطية والمجتمع المدني ، نقول انه من أجل بناء ديمقراطية رصينة في العراق ،لابد من بناء مجتمع مدني قوي ، وبدون هذا الأخير لا تستطيع الديمقراطية ان تنمو وتتقدم ، وانتقال العراق من مرحلة إلى أخرى أكثر تطورا وتقدماً يستلزم قيام مؤسسات مجتمع مدني فاعلة ومؤثرة، وذلك عبر تحقيق تغييرات نوعية في المجتمع تعزز فهو تلك المؤسسات بدورها الهامش الديمقراطي الموجود في الدولة والمجتمع لكونها تشكل الأساس الاجتماعي للدولة.
Democracy and civil society is go hand in hand, because Democracy as a necessary framework to enable members of the community from exercising their rights and freedoms on the one hand, And enabling the legitimate rulers of justifying their authority on the other hand, is done through the practice of democracy, and that come through the institutions of civil society which are part of the conditions of democracy itself, because The exercise of rights lead to arise of civil society institutions and with its penetration in the body of society the democratic practice will deepened. As Iraq enters a new era which is the era of the end of dictatorship and authoritarian rule, and the start of a new phase which is democracy, In light of the relationship described above between democracy and civil society, We say that in order to build a solid democracy in Iraq, we Must build a strong civil society, and Without the latter democracy can not grow and progress, And Iraq's transition from one stage to another, more sophisticated and advanced requires an active and influential civil society institutions, through achieving qualitative changes in the society which promotes these institutions with its Democratic margin in the state and society because they form the basis of the state
