المستخلص: الفيدرالية نظام سياسي مهم يحفظ وحدة البلاد، وحقوق الأفراد، ويحفظ السلطة ويحل النزاعات لذلك، تم أخذ الفيدرالية بعين الاعتبار أيضاً في العراق، وفي عام ٢٠٠٥، حدثت تغييرات كبيرة. ومنذ تشكيل حكومة ما بعد عام ٢٠٠٣، أعاقت بعض القضايا السياسة العراقية، مثل قضية الفيدرالية، ومسألة تقاسم السلطة والتوازن النسبي للسلطة بين الحكومة الفيدرالية ونظيراتها الإقليمية والمحلية. لقد كان دائماً مصدراً للصراع المستمر. ألقت قضية تقاسم السلطة بظلالها على العلاقة بين الحكومة الاتحادية في بغداد وحكومة إقليم كردستان المتمركزة بشكل خاص في أربيل، في خضم الخلاف بين طرفي السلطة. وفي هذا الاتجاه، تم اتخاذ قرارات مهمة في ذلك العام. وتمت المصادقة على دستور العراق عام ٢٠٠٥ من أجل تنظيم عمل السلطات التنفيذية الاتحادية في العراق، وهي المسؤولة عن مراقبة وتنفيذ القوانين والقرارات الاتحادية الصادرة في جميع أنحاء البلاد ضمن الدستور والحدود المرسومة والمحددة من قبل الحكومة الاتحادية. لأنه يؤدي الوظائف الإدارية في عموم العراق، ويجب أن تكون فقرات الدستور ضامنة لوحدة الدولة. وكانت هذه القرارات قد اتخذت في سبيل أن تكون في اتجاه إدارة البلاد بشكل أفضل وأكثر كفاءة وحل الصراعات والخلافات السياسية فيها. ومن خلال إدارة السلطة وحل الصراعات السياسية والعرقية والثقافية في العراق، وشرعت الفيدرالية في هذا البلد لكي تستطيع أن تحافظ على وحدة البلد. وتكمن أهمية إجراء هذا البحث في التعرف على أهمية الحكومة الاتحادية ودورها الفعال في البلاد والحفاظ على وحدتها.

Federalisın is an important political system that preserves the unity of the country, the rights of individuals, preserves power, and resolves conflicts. Therefore, federalism was also taken into consideration in Iraq, and in 2005, major changes took place. Since the formation of the post-2003 government, some issues have hampered Iraqi politics, such as the issue of federalism, the issue of power-sharing, and the relative balance of power between the federal government and its regional and local counterparts. It has always been a source of ongoing conflict. The issue of power-sharing has cast a shadow over the relationship between the federal government in Baghdad and the Kurdistan Regional Government, based in particular in Erbil, in the midst of the dispute between the two parties of power. In this direction, important decisions were taken that year. The Iraqi Constitution was ratified in 2005 in order to organize the work of the federal executive authorities in Iraq, which is responsible for monitoring and implementing federal laws and decisions issued throughout the country within the constitution and the borders drawn and determined by the federal government. Because it performs administrative functions throughout Iraq, the provisions of the constitution must guarantee the unity of the state. These decisions were taken in order to be in the direction of managing the country in a better and more efficient way and resolving political conflicts and disputes in it. Through managing power and resolving political, ethnic and cultural conflicts in Iraq, federalism was initiated in this country in order to be able to maintain the unity of the country. The importance of conducting this research lies in identifying the importance of the federal government and its effective role in the country and maintaining its unity.
