|a بدأ ناقوس الخطر البيئي يدق عالميا لذلك بذلت جهود دولية كثيرة من أجل تسليط الضوء على خطورة التغير المناخي، ومحاولة إيجاد حلول ناجعة لمعالجته، وذلك من خلال أبرام عدة مواثيق وعقد مؤتمرات دولية، ومنها بروتوكول كيوتو للعام ۱۹۹۷، المتضمن نظام التصاريح البيئية والذي يعمل على الحد من تقليل انبعاثات الغازات الدفيئة المسببة للتلوث البيئي من خلال تحديد نسب هذه التصاريح للدول الأطراف وعدم تجاوزها وإلا كان عليها شراؤها من اطراف أخرى، مما سيدفع هذه الدول لتقليل انبعاث هذه الغازات من أجل عدم تجاوز هذه النسب، مما نعكس ذلك على البيئة والتنمية في هذه الدول وكذلك إمكانية تحقيق أرباح مادية من خلال تداول التصاريح البيئية.
