|a تمارس الدولة يوميا أنشطه عده تمارسها سلطات مختلفة، وذلك بغض النظر عن حجمها وعن نظامها السياسي، ولذلك فقد اقتضى التقسيم لوظائف الدولة والقائم على مبدأ فصل السلطات أن يكون في الدولة ثلاث هيئات تختص كل منها بوظيفة مستقلة، فتختص السلطة التشريعية بمهمة إصدار قواعد عامة ومجردة وملزمة وهو ما يطلق عليها اسم القانون والسلطة التشريعية بمهمة تنفيذ القوانين, تم تحليل مدى تأثيرها على سلامة العمل القضائي والإداري، وتم التوصل إلى أن تطوير هذه الشروط وتبسيط الإجراءات يمكن أن يسهم في تعزيز فعالية النظام القضائي وزيادة ثقة المواطنين فيه.
|b The state carries out numerous activities daily, carried out by different authorities, regardless of its size or political system. Therefore, the division of state functions based on the principle of separation of powers requires that the state have three bodies, each of which is assigned an independent function. The legislative authority is assigned the task of issuing general, abstract, and binding rules. This is what is called the law and the legislative authority is responsible for implementing laws. The extent of its impact on the integrity of judicial and administrative work was analyzed, and it was concluded that developing these conditions and simplifying procedures can contribute to enhancing the effectiveness of the judicial system and increasing citizens’ confidence in it.
