المستخلص: يعتبر المستوى الصوتي أحد أهم مستويات التحليل اللساني القائم على دراسة الجانب الصوتي المحض، كونه يهتم بمخارج الحروف والأعضاء النطقية وطريقة النطق وكذا صفات الأصوات على اختلاف مدلولاتها، حيث يتداخل هذا المستوى مع غيره من المستويات بغية الوصول إلى عملية تحليل لساني صحيحة للظاهرة اللغوية، من هذا المنطلق فإن الصوتيات تبحث في الجانب الصوتي بهدف معرفة الخصائص الفيزيائية والفسيولوجية ذات الارتباط بالصوت اللغوي، إضافة إلى محاولتها استنطاق علاقة ذلك الصوت بوجوه الاستعمال، وما ينجر عنه من تغيرات صوتية ذات مظاهر مختلفة، تأسيسا على ما سبق؛ يعد المستوى الصوتي من أهم العناصر الأساسية في الخطابات السياسية وتأثيره على الجمهور، ومنه جاءت دراستنا هذه لتقوم على دراسة وتعرية الآليات الصوتية التي تتشكل في الخطاب السياسي، والتي تشارك في عملية الاتصال عبر وظائفها الدلالية الموجودة في الأداء.

The phonetic level is considered one of the most important levels of linguistic analysis based on the study of the purely phonetic side, as it is concerned with the exits of letters, the members of the articulation, the method of pronunciation, as well as the characteristics of sounds of different meanings, as this level overlaps with other levels in order to reach a correct linguistic analysis of the linguistic phenomenon, from this As a starting point, phonetics investigates the phonemic aspect in order to know the physical and physiological characteristics that are related to the linguistic sound, in addition to its attempt to investigate the relationship of that sound to the aspects of use, and the resulting sound changes with different manifestations, based on the foregoing; The vocal level is one of the most important basic elements in political discourses and its impact on the audience, and from this our study came to be based on studying and exposing the vocal mechanisms that are formed in political discourse, and that participate in the communication process through their semantic functions in the performance.
