المستخلص: ثلاثة أهداف أساسية على رأس أهداف الدراسة الراهنة: التعرف إلى دور التحول الرقمي في بناء قدرات الشباب، وتسليط الضوء على أن بناء قدراتهم تلك يساعدهم في تحقيق آمالهم وطموحاتهم، والكشف عن المخاطر والتحديات التي تواجه الشباب في هذا الصدد، في عصر التحول الرقمي، وكيفية مواجهتها. واعتمدت الدراسة على مدخلين نظريين، هما: نظرية المجتمع الشبكي لكاستيلز، ومنظور القدرة عند أمارتيا صن، كما اعتمدت على طريقة المسح الاجتماعي بالعينة، وعلى أداة الاستبيان. وأجريت الدراسة الميدانية على طلاب جامعة الإسكندرية وخريجيها، فتوصلت إلى عدد من النتائج المهمة، التي منها: أن عناصر القوة في عملية التحول الرقمي تكمن في أنها تستطيع بناء قدرات الشباب المصري، وتحسين أدائهم الوظيفي والمهني، ومساعدتهم في تحقيق أحلامهم وطموحاتهم، والحصول على وظيفة ملائمة بمرتب مجز. ولكي يتحقق ذلك، لابد من بعض المتطلبات الأساسية الجوهرية، التي تكتنفها- بالطبع- إلى بعض المخاطر والتحديات المواكبة لتلك العملية، مثل: عدم توافر البنية التحتية الأساسية اللازمة، وعدم توافر رؤية استراتيجية شاملة لدى مؤسسات الدولة والقطاع الخاص لمواكبة هذه العملية. كما توصلت الدراسة إلى أن بناء قدرات الشباب يساعدهم في تحقيق آمالهم وطموحاتهم، لكن بعض التحديات تعترض سبيلهم، منها وجود فجوة واضحة بين المهارات التي يكتسبونها ومتطلبات سوق العمل، وقلة فرص العمل المتاحة للشباب محدودي المهارات التقنية أو متوسطيها. واقترحت الدراسة توصيات، منها ضرورة تضافر جهود الدولة والقطاع الخاص والمجتمع المدني من أجل وضع استراتيجية واضحة للتحول الرقمي، وضرورة توفير فرص التعليم والتدريب لبناء قدرات الشباب والإفادة من مهاراتهم وإبداعاتهم.

Three basic goals are at the top of the objectives of the current study: identifying the role of digital transformation in building the capabilities of youth, highlighting how building those capabilities helps them achieve their hopes and ambitions, and revealing the risks and challenges facing youth in this regard, in the era of digital transformation, and how to confront them. The study relied on two theoretical approaches: Castells' network society theory and Amartya Sen's ability perspective. It also relied on the sample social survey method, and the questionnaire tool. The field study was conducted on students and graduates of Alexandria University, and it reached a number of important results, including: The strengths of the digital transformation process lie in that it can build the capabilities of Egyptian youth, improve their job and professional performance, help them achieve their dreams and ambitions, and obtain a suitable job with a salary. It is rewarding, and in order for this to be achieved, there must be some fundamental basic requirements, which are surrounded of course by some risks and challenges accompanying this process, such as: the lack of the necessary basic infrastructure, and the lack of a comprehensive strategic vision among state institutions and the private sector to keep pace with this process. The study also found that building the capabilities of youth helps them achieve their hopes and ambitions, but some challenges stand in their way, including a clear gap between the skills they acquire and the requirements of the labor market, and the lack of job opportunities available to youth with limited or average technical skills. The study proposed recommendations, including the need for concerted efforts of the state, the private sector and civil society in order to develop a clear strategy for digital transformation, and the need to provide education and training opportunities to build the capabilities of youth and benefit from their skills and creativity.
