|a تعد الحوكمة الإلكترونية ظاهرة ذات أهمية وطنية ودولية تخص كافة المنظمات باختلاف أنواعها خاصة المنظمات الأهلية، ووضعها حيز التنفيذ يحسن من الأداء الإداري بتلك المنظمات، ويدعم لها ميزة تنافسية بين المنظمات بما يحقق لها الجودة والتميز. وباعتبار أن الجمعيات الأهلية أحد أجهزة طريقة تنظيم المجتمع وجب على المنظمين الاجتماعيين للطريقة محاولة الاستجابة للتطورات والإسهامات الإيجابية من العلوم والمهن والمجتمعات، ومحاولة توظيفها بما يخدم تحقيق أهداف الطريقة المادية والمعنوية، ويعد التحول العالمي لمفهوم الحوكمة الإلكترونية أحد التوجهات الحديثة التي استفادت منها العديد من العلوم والمهن لتحقيق التطور والتميز المؤسسي على مستويات مختلفة، وتعد هذه الدراسة من الدراسات الوصفية التي استهدفت تحديد متطلبات تطبيق الحوكمة الإلكترونية لتحقيق التميز المؤسسي بالجمعيات الأهلية، وتحديد المعوقات التي تواجه الحوكمة الإلكترونية ومقترحات تطبيقها، ثم التوصل لتصور مقترح من منظور طريقة تنظيم المجتمع لتطبيق الحوكمة الإلكترونية لتحقيق التميز المؤسسي بالجمعيات الأهلية.
|b E-governance is a phenomenon of national and international importance for all organizations of all kinds, especially Non- governmental organizations, and putting it into practice improves the administrative performance of those organizations, and supports them with a competitive advantage among organizations to achieve Quality and Excellence. Considering that Non- governmental organizations are one of the devices of the method of community organization, the social organizers of the method must try to respond to developments and positive contributions from science, professions and societies, and try to employ them in a way that serves to achieve the goals of the material and moral method, and the global transformation of the concept of electronic governance is one of the modern trends from which many sciences and professions have benefited To achieve development and institutional excellence at different levels. This study is one of the descriptive studies that aimed to determine the requirements for applying e-governance to achieve institutional excellence in Non-governmental organizations, and to identify the obstacles facing e-governance and proposals for its application, and then to reach a proposed vision from the perspective of community organization for applying e-governance to achieve institutional excellence in Non-governmental organizations.
