المستخلص: تنطلق هذه الورقة من أهمية التعايش السلمي بين البشر الذين جبلوا على العيش في جماعات لابد لها من تجاوز سنة الاختلاف فيما بينهم للعيش في سلام، ومعلوم أن التسليم الكامل بأن السلام من مقاصد الشريعة العامة وكلياتها المطلوب المحافظة عليها في جميع أحوال التشريع الخاصة والجزئية يقتضي النظر في دور أهل الحل والعقد فيه، والذين تعارف عليهم حديثا بقادة المجتمع أو القيادات المجتمعية. لذا ينبغي بيان أهمية السلام وكيفية تحقيقه ودور القيادات المجتمعية الإيجابي في ذلك، وضرورة بث الوعي بذلك والعمل على تحقيقه. بحيث تعمل الورقة على المساهمة في توضيح قواعد تكون بمثابة لبنات لصياغة قوانين ودوائر متخصصة تعمل على التوفيق والإصلاح امتثالا للأوامر الربانية التي تدعو للسلم والسلام وتحقيق العدالة. كما تحاول الورقة الإجابة على عدة أسئلة تتمثل في: ما أهمية التعايش السلمي وكيف ندبت الشريعة عبر أحكام واضحة الدلالة إليه؟ من هو القائد المجتمعي؟ وما أثر التعايش السلمي في المجتمع وما هي الوسائل التي تعين على تحقيق ذلك؟. ويكون ذلك بالمنهج الاستقرائي الذي يقوم على تتبع جزئيات مادة البحث ويلحقها بكليات شرعية وأعراف مجتمعية لم تصادم نصا ولا ما بني على النص من فهم صحيح أسفر عن حكم معتبر شرعا، ثم التحليلي الذي يقوم على تحليل ما توفر من معلومات ومادة علمية للخروج بمخرجات تشكل نتائج منطقية. وتتم معالجة ذلك في ثلاثة مباحث توضح مفاهيم الدراسة ومصطلحاتها ويتم خلالها التأصيل لقضية القيادة المجتمعية وبسط الرؤى والآفاق المرجوة لتحقيق السلام المجتمعي الأمل المنشود.

This paper starts from the importance of peaceful coexistence among humans, who are inherently inclined to live in groups and must transcend the nature of their differences in order to live in peace. It is well-known that the complete acceptance of peace as one of the overarching objectives of Islamic law, which must be preserved in all specific and partial legislative circumstances, necessitates considering the role of those in authority and decision-making, who are commonly referred to as community leaders or societal leadership The objectives of the paper are to highlight the importance of peace, how to achieve it, and the positive role of community leaders in this regard, as well as the necessity of raising awareness about it and working towards its realization. One of the reasons for choosing this topic is to contribute to clarifying principles that can serve as building blocks for formulating laws and specialized frameworks aimed at reconciliation and reform, in compliance with divine commands that advocate for peace and justice, making them suitable models to be emulated. The problem of the study for this paper is: What is the importance of peaceful coexistence, and how has Islamic law indicated it through clear provisions? Who is the community leader? What is the impact of peaceful coexistence on society, and what are the means that help achieve that ?The methodology: the inductive approach that involves tracking the details of the research material and linking them to religious principles and societal norms that do not conflict with a text or with a correct understanding derived from the text, resulting in a legally recognized ruling; then the analytical approach, which involves analyzing the available information and scientific material to produce outputs that form logical results. The plan consists of three sections: Section One: Conceptual Framework. Section Two: The Rooting of Community Leadership: Visions and Horizons. Section Three: Community Peace: The Desired Hope. Then the conclusion: (which includes the results and recommendations).
