المستخلص: سعت الدراسة الحالية إلى تقديم نموذج مقترح لبناء وتطبيق معايير وطنية لحوكمة مؤسسات التعليم العالي بسلطنة عمان وذلك من خلال: تحديد معايير وطنية لحوكمة مؤسسات التعليم العالي بسلطنة عمان، وتحديد آليات تطبيق المعايير الوطنية المقترحة لحوكمة مؤسسات التعليم العالي بسلطنة عمان. ولتحقيق هذا الهدف استخدمت الدراسة المنهج الوصفي التحليلي لمناسبته لطبيعة الدراسة الحالية، كما استخدمت الاستبانة كأداة لجمع البيانات وطبقت على عينة من مدراء إدارات ورؤساء أقسام ضمان الجودة بمؤسسات التعليم العالي بسلطنة عمان بلغ عددها (٣٥) فرداً. وتم التوصل إلى النتائج الآتية: موافقة أفراد عينة الدراسة على أهمية المعايير الوطنية المقترحة لحوكمة مؤسسات التعليم العالي بدرجة كبيرة لمعيار (الحرية الأكاديمية) إذ بلغ المتوسط الحسابي له (٣.٤٥) في حين كانت درجة الموافقة (متوسطة) لكل من معايير: (الشفافية، المساواة، المساءلة، المشاركة المجتمعية) كما وافق أفراد عينة الدراسة بدرجة متوسطة على آليات تطبيق المعايير الوطنية المقترحة إذ بلغ المتوسط الحسابي لها (۳.۲۳)، وجاء في المرتبة الأولى تطوير الهيكل التنظيمي لكل مؤسسة من مؤسسات التعليم العالي بما يتناسب وتطبيق الحوكمة. وفي ضوء تلك النتائج تم تقديم نموذج مقترح لتطبيق معايير وطنية لحوكمة مؤسسات التعليم العالي بسلطنة عمان.

The current study sought to present a proposed model for building and applying national standards for the governance of higher education institutions in the Sultanate of Oman by: defining national standards for the governance of higher education institutions in the Sultanate of Oman, and identifying mechanisms for implementing the proposed national standards for the governance of higher education institutions in the Sultanate of Oman. To achieve this goal, the study used the descriptive analytical method as it suits the nature of the current study. The questionnaire was also used as a data collection tool and was applied to a sample of department managers and heads of quality assurance departments in higher education institutions in the Sultanate of Oman, which numbered (35) individuals. The following results were reached: The study sample members agreed on the importance of the proposed national standards for the governance of higher education institutions to a large degree for the (academic freedom) standard, as its arithmetic mean was (3.45), while the degree of approval was (medium) for each of the standards: (transparency, equality)., Accountability, Community Participation). The study sample members also agreed to a moderate degree on the mechanisms for implementing the proposed national standards, as their arithmetic average reached (3.23), and came in first place: Developing the organizational structure of each higher education institution in a manner consistent with the application of governance. In light of these results, a proposed model was presented for applying national standards for the governance of higher education institutions in the Sultanate of Oman.
