المستخلص: يحظى موضوع الهجرة واللجوء بأهمية بالغة نظرا لما يمثله هذا الموضوع من أنه يعد أحد المداخل الأساسية لفهم التحولات الجيواستراتجية والسياسية لنمط الإنتاج الرأسمالي المركزي، وكيفية تأسيسه لبنيات تبعية كانت ولازالت تشكل نقطة انطلاق المهاجرين واللاجئين على الرغم مما تتميز به هذه المناطق من معطين أساسيين أولهما المعطى الجيوطبيعي والمعطى الثاني هو معطى الموارد البشرية توفرهما في أي مجال يكون كافي لبناء اقتصاد وطني مستقل عن نمط الإنتاج الرأسمالي المركزي، وفي نفس السياق يشكل موضوع الهجرة واللجوء نقطة مفصلية بين تصورات كلاسيكية ترى من الهجرة ظاهرة طبيعية بيولوجية وأن سبب الهجرة مرتبط بمقارنة بسيطة بين الأجر الشهري الصافي للعمال والأجر المتوقع في بلد المهجر مع تصورات كانت في حقيقتها تعري على واقع آليات اشتغال أنماط الإنتاج الرأسمالي والتي كانت ولا زالت تجعل من البنى التبعية قطب الراحة ومجال غنى لقطبها الاقتصادي على أنقاض أن تعيش تلك الدول واقع البؤس والحرمان والاضطهاد الاقتصادي والاستبداد السياسي موازاة مع أليات غزو الثرة الطبيعية وما ينتج عن ذلك من ظواهر اجتماعية تولد الهجرة عامة واللجوء بشكل خاصة لتليها مرحلة جديدة اخترنا أن نسميها بمرحلة غزو الثروة الاجتماعية، وهذا ما يتحقق بشكل ميكانيكي بعد استهداف المجال كمعطى اقتصادي/ ثقافي/ اجتماعي/ سياسي وهنا لابد أن نشير إلى أن من آليات اشتغال نمط الإنتاج الرأسمالي بتصوراته ومرجعياته مع مجال البنى التبعية هو نفس آليات تعاطي الرعاع مع المجال، ما يفيد أن الهجرة واللجوء لا يتوقفان عند حدود فهم كل واحد منهم لغويا واصطلاحيا أو بالأحرى مفاهيميا بل أن استيعاب جوهرهما يتوقف عند فهم الحدود الفاصلة بين آليات اشتغال نمط الإنتاج الرأسمالي المركزي بتصوراته ومرجعياته بدء بتصوره السياسي وصولا إلى أرضيته الفكرية "الامبريالية، الليبرالية..." ودهنية الاستعمار التي أشرت إليها سلفا لمقارنة بينها وبين ثقافة الرعاع في تعاطيهم مع المجال، ما يفيد أنه بمجرد أن يصطلح على دولة ما بأنها تبعية يوازيها بشكل ضمني أنها في اتجاه أن تصبح أرض خلاء، بصيغة أخرى أن الاستعمار مباشرا أو غير مباشر لا يعني ولا يمكن أن يكون إعمار بل هو إخلاء مجال ما، اللهم إن كان فيها الوجود الموضوعي للإنسان لا يعبر فيها إلا عن جماعات بشرية هم في الحقيقة أموات على قيد الحياة، وأن الإعمار الحقيقي هو إعمار الرأسمالية المالية في المتروبول، ولا يمكن لتلك الدول التبعية التي تعيش على هامش هذه التوجهات الكبرى للصراع الاقتصادي والسياسي إلا أن تعيش على إيقاعات بروز وتفشي وولادة ظواهر اجتماعية وفي مقدماتهم ظاهرتي الهجرة واللجوء.

The issue of migration and asylum have a great importance due to the fact that this topic represents the most important basic entry points for understanding the geopolitical and political transformations of the central capitalist mode of production. How it established dependency structures that were and still are the starting point for immigrants and refugees, despite what characterizes these regions, are two basic factors. The first is the geo-natural given and the second is the human resources given, the availability of which in any field is sufficient to build an economic system independent of the central capitalist mode of production. In the same context, the issue of migration and asylum constitutes a turning point between classical perceptions that see migration as a natural, biological phenomenon and that the reason for migration is linked to a simple comparison between wages. This is what is achieved mechanically after targeting the field as an economic/cultural/social/political given. Here we must point out that one of the mechanisms of operation is The mode of capitalist production, with its perceptions and references with the field of dependent structures, is the same as the mechanisms of dealing with the mob with the field, which means that migration and asylum do not stop within the limits of understanding each one of them linguistically, terminologically, or rather conceptually, but rather understanding their essence depends upon understanding the boundaries separating the mechanisms of operation of the central capitalist mode of production. With his perceptions and references, starting with his political perception and reaching his intellectual basis, “liberal imperialism...” and the oiliness of colonialism, which I mentioned earlier to compare them with the culture of the mob in their dealings with the field, what is meant is that describing a state as a dependency implicitly parallels it with the direction of becoming a land. Empty, in other words, colonization, whether direct or indirect, does not mean, and cannot be, reconstruction. Rather, it is the evacuation of a certain area. If the objective presence of man is expressed in it, only human groups are in fact dead and alive. and true reconstruction is the reconstruction of financial capitalism. In the metropolis, those dependent countries that live on the margins of these major trends of economic and political conflict cannot help but live according to the rhythms of the emergence, spread, and birth of social phenomena, first among them the two phenomena
