|a ركزت هذه الدراسة على معرفة الدور الذي تلعبه الجامعة في الاهتمام بالكفاءات العلمية للأساتذة، وإلى أي مدى يساعد ذلك في الحفاظ على هذه الكفاءات والحد من هجرتها إلى خارج البلاد، وجاءت هذه الدراسة للوقوف على جانب من جوانب الحفاظ على الكفاءات العلمية والحد من تسربها ألا وهو دور الجامعة في الاهتمام بكفاءاتها العلمية، حيث أجريت الدراسة التطبيقية بكلية الاقتصاد والعلوم السياسية- جامعة طرابلس، وتم جمع البيانات من مجتمع الدراسة المتمثل في أعضاء هيئة التدريس بالكلية عن طريق الاستبانة التي وزعت بشكل إلكتروني مما يجعل من الصعب تحديد حجم العينة وبالتالي تم الاعتماد على الراجع من عملية التوزيع والمتمثل في (74) استمارة. تم الاعتماد على العديد من المقاييس والاختبارات الإحصائية في تحليل البيانات مما مكن من الوصول إلى النتائج حول هذه الدراسة لعل أبرزها للجامعة دور كبير في الاهتمام بكفاءاتها العلمية، فمتى ما تحصلت هذه الكفاءات على الاهتمام المطلوب أدى ذلك للحفاظ عليها والاستفادة منها أيما استفادة، كما أوصت الدراسة بضرورة توفير كافة السبل والآليات اللازمة لتوفير الاهتمام الذي يستحقه هؤلاء النخبة من العاملين بالجامعة.
|b This study focused on knowing the role played by the university in caring for the scientific competencies of professors, and to what extent this helps in preserving these competencies and limiting their migration outside the country. This study came to stand on one aspect of preserving scientific competencies and limiting their leakage, which is the role of the university in caring for its scientific competencies. The applied study was conducted at the Faculty of Economics and Political Science- University of Tripoli, and data was collected from the study community represented by faculty members at the college through a questionnaire that was distributed electronically, which makes it difficult to determine the sample size. Therefore, reliance was placed on the returns from the distribution process, which consisted of (74) forms. Many statistical measures and tests were relied upon in analyzing the data, which made it possible to reach the results of this study, perhaps the most prominent of which is that the university has a major role in caring for its scientific competencies. Whenever these competencies receive the required attention, this leads to preserving them and making the most of them. The study also recommended the necessity of providing all the necessary means and mechanisms to provide the attention that these elite university employees deserve.
