|a يعيش الجوار الإقليمي للجزائر حالة من الانفلات الأمني وعدم الاستقرار والانقلابات العسكرية والصراعات الداخلية والتدخل الخارجي، ولأن منطقة الساحل وشمال إفريقيا بفعل الجغرافيا ومنطق التاريخ، تشكل عمقاً استراتيجياً في التصور الأمني الجزائري، فإن الجزائر تدرك هاته التحولات الجيوسياسية في حدودها ومخاطر التهديدات التي تواجهها، وبالتالي فهي تتبنى مقاربة أمنية معتدلة مبنية على قيم وأسس في إطار هيئات الاتحاد الإفريقي ومجلس السلم والأمن الإفريقي أو الاتفاقيات الثنائية بين الجزائر ودول الجوار. إذ تسعى وفق هاته المقاربة لحماية حدودها من التهديدات، بالعمل على تسوية الخلافات بين دول الجوار وحتى داخل الدولة الواحدة بالطرق السلمية وعبر الحلول الدبلوماسية والسياسية، إذ لطالما كانت وسيطاً فعالاً في معالجة العديد من القضايا منها مشكلة الطوارق في مالي والنيجر، ونسعى في دراستنا إلى معرفة مدى نجاعة المقاربة الأمنية الجزائرية في حماية حدودها من التهديدات الخارجية، ومساعدة دول الجوار في الاستقرار والتنمية في شتى المجالات والتعاون فيما بينها.
|b Algeria's regional neighborhood is experiencing a state of security chaos, instability, military coups, internal conflicts and foreign intervention. Because the Sahel and North Africa region, due to geography and the logic of history, constitute a strategic depth in the Algerian security vision, Algeria is aware of these geopolitical transformations within its borders and the dangers of the threats it faces. Therefore, it adopts a moderate security approach based on values and foundations within the framework of the African Union bodies, the African Peace and Security Council or bilateral agreements between Algeria and neighboring countries. According to this approach, it seeks to protect its borders from threats, by working to settle disputes between neighboring countries and even within one country through peaceful means and diplomatic and political solutions. It has always been an effective mediator in addressing many issues, including the Tuareg problem in Mali and Niger. In our study, we seek to know the extent of the effectiveness of the Algerian security approach in protecting its borders from external threats, and helping neighboring countries achieve stability and development in various fields and cooperation among them.
