ماركوس توليوس شيشرون الكاتب الروماني وخطيب روما المميز، صاحب إنتاج ضخم يعتبر نموذجاً مرجعياً للتعبير اللاتيني وصلنا لحسن الحظ جانب كبير منه، لقد أثارت شخصية شيشرون الكثير من الجدل والتقويمات المتضاربة وخاصة في الجانب السياسي من حياته، فهو تارة مثقف مضيع في وسط سيئ، وتارة أخرى انتهازي متقلب وأداة طيعة في يد الملكية، لكنه في نفس الوقت الجسر الذي عبره وصلنا جانب من الفلسفة اليونانية، وعلى الرغم من أنه كان خطيباً بارعاً ومحامياً ناجحاً وقنصلاً وفيلسوفاً اعتقد شيشرون بأن حياته السياسية كانت أهم إنجاز له. أن أعظم ما أسهم به شيشرون في الفكر السياسي هو شرحه وتحليله لنظرية الرواقيين في القانون الطبيعي وعنه انتقلت هذه الأفكار إلى الغرب التي كانت مرجعه الأساسي حتى القرن التاسع عشر الميلادي وقد انتقلت منه أول الأمر من رجال القانون الرومان ثم إلى آباء الكنيسة فكان شرحه هذا يستشهد به خلال القرون الوسطي دائماً. ويعتبر شيشرون أب الفلسفة السياسية في روما ولكاتب السياسي الأول فيها، تزامنت حياته مع تراجع وسقوط الجمهورية الرومانية، كان شخصية مهمة في العديد من الأحداث السياسية المهمة في زمانه، وتعتبر كتاباته مصدراً قيماً للمعلومات عن تلك الأحداث.
