المستخلص: تسعى هذه الدراسة إلى تبيان أهمية تحديد اختصاصات الجهة بشكل دقيق من خلال توضيح الأدوار المنوطة بالدولة وبمختلف المستويات الترابية، وفي هذا الصدد، تم تكريس مبادئ ومعايير جديدة لضبط إشكالية التداخل في الاختصاصات وإعادة توزيع المهام بكيفية تتناسب والدور الذي يطلع به كل مستوى عملا بمبدأ التفريع، كما تم التطرق إلى الصلاحيات الجديدة التدبيرية والتنفيذية المسندة لرئيس مجلس الجهة والتي يراهن عليها لتدعيم استقلالية الجهة في إنجاز مشاريعها التنموية.

This study aims to demonstrate the importance of precisely defining the region’s competences by clarifying the roles assigned to the state and the different territorial levels. In this regard, new principles and criteria have been devoted to regulating the problem of overlapping competences and the redistribution of functions in a manner proportional to the role that each level assumes in accordance with the principle of subsidiarity. Also discussed were the new managerial and executive competences devolved to the president of the regional council, which constitute support for strengthening the independence of the region in the realization of its development projects.

Cette étude vise à démontrer l'importance de définir d’une façon précise des attributions de la région en clarifiant les rôles dévolus à l'État et aux différents niveaux territoriaux. À cet égard, De nouveaux principes et critères ont été consacrés à la régulation du problème de chevauchement des compétences et la redistribution des fonctions de manière proportionnelle au rôle que chaque niveau assume conformément au principe de subsidiarité. Aussi ont été abordées les nouvelles compétences managériales et exécutives dévolues au président du conseil régional, qui constituent un appui pour renforcer l'indépendance de la région dans la réalisation de ses projets de développements.
