|a يهدف البحث إلى التعريف بمفهوم سياسة التكنلوجيا، ورغماً عن تطور قطاع الاتصالات وتقنية المعلومات في الدول العربية إلا أن الواقع يشير بوضوح إلى معاناة معظم الدول العربية في التحول الرقمي لأسباب مرتبطة بالبنية التحتية للاتصالات وتقنية المعلومات والقدرات البشرية وعدم الاستقرار الأمني والسياسي، وتتمثل مشكلة البحث في الإجابة على السؤال الرئيس: هل تؤثر السياسة على قطاع تكنلوجيا المعلومات والاتصالات في الدول العربية؟ ويفترض البحث أن هنالك علاقة بين سياسة التكنلوجيا وبين التحول الرقمي، واعتمد البحث على المنهج الوصفي والمنهج التحليلي، وتوصل البحث إلى نتائج أهمها أن استيعاب صانعي سياسة التكنلوجيا للمحددات السياسية، والأمنية والقانونية، والاقتصادية والاجتماعية والثقافية، وفهم طبيعة التحديات يساعد في رسم سياسة فعالة تؤدي للتحول الرقمي الذي يضمن تقديم خدمات ذات جودة وكفاءة تحقق الرفاهية ويوصي بضرورة استحداث تشريعات وسياسات مرنة تعمل على تعظيم فوائد المعرفة وتتكيف مع المتغيرات والأزمات.
|b The research aims to introduce the concept of technology policy, and despite the development of the communications and information technology sector in the Arab countries, the reality clearly indicates that most Arab countries are suffering in digital transformation for several reasons related to the communications and information technology infrastructure, human capabilities, and security and political instability. The research problem is represented in: Answering the main question: Does policy affect the information and communications technology sector in Arab countries? The research assumes that there is a relationship between technology policy and digital transformation. The research relied on the descriptive approach and the analytical approach. The research reached results, the most important of which is that the understanding of the technology policy makers of the political, security, legal, economic, social and cultural determinants, and understanding the nature of the challenges helps in drawing up an effective policy that leads to digital transformation that ensures the provision of quality and efficient services that achieve prosperity. The study recommends the necessity of developing flexible legislation and policies that work to maximize the benefits of knowledge and adapts to changes and crises.
