|a هدف البحث الحالي إلى الكشف عن معوقات تحقيق التميز المؤسسي بمدارس الحلقة الثانية من التعليم الأساسي وسبل مواجهتها في ضوء معايير جائزة مصر للتميز الحكومي. ولتحقيق هذا الهدف، استخدمت الباحثة المنهج الوصفي، وقامت بتطبيق استبانة على عينة عشوائية قوامها (۲۹۰) من المديرين والموجهين والمعلمين والمعلمين الأول ببعض مدارس الحلقة الثانية من التعليم الأساسي بمحافظة الدقهلية،، وتوصلت الدراسة إلى عدد من معوقات التميز المؤسسي، أهمها ما يلي: التقليد والمحاكاة لتجارب المنظمات الأخرى دون السعي لتكييف وتطوير تلك المناهج المستخدمة في هذه التجارب حسب طبيعة وبيئة المنظمات العربية، عدم التقدير الكافي لأهمية الموارد البشرية، اتباع أنظمة وسياسات وممارسات لا تتوافق مع مدخل التميز، عدم الإنصات الكافي للعملاء والموارد يعتبر أيضا سببا كافيا لعدم نجاحها.
|b The current research aims to reveal the obstacles to achieving institutional excellence in the second cycle of basic education schools and ways to address them in light of the criteria of the Egypt Award for Government Excellence. To achieve this goal, the researcher used the descriptive approach, and applied a questionnaire to a random sample of (290) principals, supervisors, teachers and first teachers in some schools of the second cycle of basic education in Dakahlia Governorate. The study reached a number of obstacles to institutional excellence, the most important of which are the following: imitation and simulation of the experiences of other organizations without seeking to adapt and develop the curricula used in these experiences according to the nature and environment of Arab organizations, lack of sufficient appreciation for the importance of human resources, following systems, policies and practices that are not compatible with the excellence approach, and lack of sufficient listening to customers and resources is also considered a sufficient reason for its failure.
