|a تعتبر المؤسسات الناشئة من أهم ركائز المخطط الاقتصادي الجديد في المرحلة الراهنة، والتي اتخذتها الدولة الجزائرية مجبرة كنموذج اقتصادي تنموي بديل، يساهم في خلق الثروة وتطوير اقتصاد المعرفة والذكاء الاصطناعي، وقد جاءت هذه الدراسة بهدف تحليل واقع هذه المؤسسات ومدى فعالية دورها في تحقيق أبعاد تنمية مستديمة حقيقية، وقد توصلت الدراسة لأن الإرادة السياسية جسدت هذا التوجه عبر ميكانيزمات جديدة لدعم فعالية هذه المؤسسات وتعزيز نظامها القانوني والبيئي، ومنحها مختلف الامتيازات التمويلية والتحفيزات الجبائية، بالاستعانة بالطاقات بالشبابية ذات الكفاءات العلمية العالية، وقد سجلنا مساهمة محتشمة لبعض المؤسسات الناشئة، لكن ذلك لا ينفي وجود بعض النقائص، وأهم التوصيات بذل المزيد من الجهود في سبيل توفير المناخ الملائم لهذه المؤسسات وتذليل الصعوبات التي تواجهها بغية تحقيق الفعالية المنشودة.
|b Startups are one of the most important pillars of the new economic plan currently in place, which the Algerian state has adopted as an alternative economic model for growth, contributing to the creation of wealth and the development of the knowledge economy and artificial intelligence. This study aims to analyze the reality of these institutions and the effectiveness of their role in achieving the dimensions of real sustainable development. The study concluded that political will has embodied this direction through new mechanisms to effectively support these institutions and strengthen their legal and environmental framework, granting them various financing privileges and tax incentives, and calling upon scientifically qualified young talent. We have recorded a modest contribution from some startups, but this does not erase the existence of some shortcomings. One of the most important recommendations is to make more efforts to create a supportive environment for these institutions and overcome the difficulties they are facing in order to achieve the desired efficiency.
