المستخلص: للوقف مكانة عظيمة في الدين الإسلامي، حيث إنه يعد من أهم أنواع الطاعات المشروعة في الإسلام؛ فلقد استمد مشروعيته من القرآن الكريم، والسنة القولية والفعلية؛ وهو علو للواقف، وأسلوب حضاري شامل، ولقد ارتبطت الدول والحضارات بالوقف ارتباطا وثيقا، وقامت عليه أهم المصالح والمنافع، فضلا عن شمولية الوقف لجميع مناحي الحياة في كافة الأعمال الخيرية على اختلاف مقاصدها ومصادرها، ومن ثم سعى وقف مزهر الخيري إلى تحقيق هذه المعاني السامية، فضلا عن الثواب الأخروي، وفي ذات الوقت تطبيق شرط الواقف -رحمه الله-؛ ومن ثم ارتأى مجلس النظارة الواعي أن هناك العديد من الأزمات المعيشية التي يجب التصدي لها، والتعاون والتكاتف من أجلها مع الهيئات والحكومات دون الخروج على لوائح أو نظم، وتحقيق رؤية المملكة العربية السعودية ٢٠٣٠، وكانت الانطلاقة في إرساء العديد من الأنشطة والبرامج التي تشمل الأعمال الخيرية، كبناء المساجد، والإنفاق على أوجه البر، ومساعدة الفقراء والمحتاجين، وحفر الآبار، فضلا عن العمل على تفعيل جوانب الوقف المختلفة، كالوقف الصحي، والوقف التعليمي، والحج والعمرة، وزواج غير القادرين من الشباب، وإيجاد فرص العمل لغير العاملين، إلى غير ذلك من المجالات المختلفة التي تضفي على الوقف الاستمرارية في جميع ميادين الحياة الاقتصادية والاجتماعية، وهدفت الدراسة إلى إبراز تجربة وقف مزهر الخيري للاقتداء بها، وإفادة مؤسسات الوقف منها، وزيادة وعي المواطنين والمقيمين للعناية بها، ولقد اجتهدت أن أسلك في هذا البحث المنهج التحليلي والاستقرائي وتطبيقهما عمليا في جميع مواطن الدراسة ما أمكنني ذلك، وخلصت في ذلك إلى إبراز رؤية وقف مزهر الخيري وعنايته بالوقف وأنشطته ومجالاته، ودوره الفاعل في التصدي للأزمات المعيشية، وتحقيق التنمية المجتمعية المستدامة، في ظل رؤية المملكة العربية السعودية 2030.

The endowment has a great place in the Islamic religion, as it is one of the most important types of legitimate obedience in Islam. He derived his legitimacy from the Holy Qur’an, and the verbal and actual Sunnah. It is the height of the endower, and a comprehensive civilized style, and countries and civilizations were closely linked to the endowment, and the most important interests and benefits were based on it, as well as the comprehensiveness of the endowment for all aspects of life in all charitable works of different purposes and sources, and then the charitable endowment of Mazhar sought to achieve these lofty meanings As well as the reward for the hereafter, and at the same time applying the condition of the endower- may God have mercy on him- Consequently, the Council of the Watchful Council considered that there are many living crises that must be addressed, and cooperation and solidarity for them with bodies and governments without deviating from regulations or systems, and achieving the vision of the Kingdom of Saudi Arabia 2030 The start was to establish many activities and programs that include charitable work, such as building mosques, spending on charitable causes, helping the poor and needy, and digging wells, as well as working to activate the various aspects of endowments, such as health endowments, educational endowments, Hajj and Umrah, and marriage of the unable. From young people, and finding job opportunities for non-workers, to other different fields that give the endowment continuity in all fields of economic and social life. I have striven to take the analytical and inductive approach in this research and apply them practically in all areas of the study as much as I can, and I concluded in that to highlight the vision of the Mezher Charitable Endowment and its care for the endowment, its activities and fields, and its active role in addressing living crises, and achieving sustainable community development, in light of the vision of the Kingdom Saudi Arabia 2030.
