المستخلص: تناولت في هذا البحث موضوع إدارة مؤسسات الدولة لأزمة استنزاف الموارد الطبيعية من منظور فقهي، وبينت فيه أن المقصود باستنزاف الموارد الطبيعة: هو استهلاك المورد الموجود في الطبيعة، ولم ينتج من قبل الإنسان، وإهلاكه حتى نفاذه. ووضحت طرق إدارة الأزمات من الكتاب والسنة، وهى التخطيط والاستعداد لإدارة الأزمة، وتقيد الاستهلاك في وقت الأزمة، واستعادة النشاط لإعادة التوازن، وهذا ما تقوم به مؤسسات الدولة لإدارة أزمة استنزاف الموارد الطبيعة؛ فبتتبع طرق إدارة مؤسسات الدولة لأزمة استنزاف الموارد الطبيعية توصلت إلى أن طرق إدارتها تكمن في التوعية بترشيد استهلاك الموارد الطبيعية عن طريق وسائل الإعلام المختلفة، وإنتاج الوسائل الحديثة التي تساهم في حفظ الموارد الطبيعية، واستعادة النشاط العلمي لإعادة التوازن، وتقييد استهلاك الموارد الطبيعية، والاستعانة بأهل الخبرة في التصرف بالموارد الطبيعية بما يحقق النفع العام، وسن عقوبات للمخالف لترشيد استهلاك الموارد الطبيعية. وتوصلت في البحث إلى أن كل طريقة من طرق إدارة مؤسسات الدولة لأزمة استنزاف الموارد الطبيعة لها منظور فقهى استنباطي وتطبيقي مما يشكل بنية فقهية متكاملة لطرق إدارة الأزمات.

This research dealt with the issue of state institutions the crisis of depletion of natural resources from a managing jurisprudential perspective, in which I showed that what is meant by the depletion of natural resources: is the consumption of the resource by man, and its that exists in nature, and was not produced depreciation until it runs out. The methods of crisis management have been clarified from the Qur’an and Sunnah, which are planning and preparation for managing the crisis, restricting consumption in to restore balance. This is what times of crisis, and restoring activity state institutions are doing to manage the crisis of depletion of natural resources; By following the methods of managing the crisis of depletion of natural resources by state institutions, I concluded managing them It lies in raising awareness of the that the methods of rationalization of the consumption of natural resources through various media, the production of modern means that contribute to the preservation of natural resources, the restoration of scientific activity to restore balance, restrict the consumption of natural resources, the use of experts in the disposal of natural resources in a way that achieves the public benefit, and the enactment of penalties For the resources.
