المستخلص: هدفت هذه الدراسة إلى التعرف على أهمية إدارة الأزمات بأبعادها (التخطيط- التنظيم -التوجيه- المتابعة) في تحسين فاعلية القرارات الإدارية بالمؤسسة العامة للكهرباء، ولتحقيق أهداف الدراسة فقد تم استخدام المنهج الوصفي التحليلي، كما تم اختيار مجتمع الدراسة من قيادات الإدارة العامة للمؤسسة العامة للكهرباء الذين يشغلون المناصب الإدارية التالية (مدير عام- نائب مدير عام- مدير إدارة البالغ عددهم (154) مديراً، ونظراً لصغر حجم مجتمع الدراسة، فقد تم استخدام أسلوب المسح الشامل، واستخدام الاستبانة أداة رئيسة لجمع البيانات، ونظراً لفقدان بعض المبحوثين لاستمارات الاستبيان أو ضياعها، فقد تم توزيع (231) استبانة لتفادي البيانات المفقودة، والاستمارات المفقودة أو غير المستردة، حيث تم استرداد (107) استمارة بنسبة (70) من إجمالي مجتمع الدراسة كما تم تحليل البيانات باستخدام الأساليب الإحصائية المناسبة ضمن برنامج (SPSS). وخلصت الدراسة إلى مجموعة من النتائج أهمها: أن مستوى إدارة الأزمات ومستوى فاعلية القرارات الإدارية بالمؤسسة العامة للكهرباء منخفضان، إضافة إلى وجود علاقة طردية قوية جدا بين إدارة الأزمات وفاعلية القرارات الإدارية، وأن لممارسة أبعاد إدارة الأزمات (التخطيط- التنظيم التوجيه- المتابعة أهمية في تحسين فاعلية القرارات الإدارية المتخذة في المؤسسة العامة للكهرباء. وقد قدمت الدراسة عدداً من التوصيات أهمها: الاهتمام بإدارة الأزمات من خلال أبعادها التخطيط- التنظيم- التوجيه- المتابعة)، مع مزيد من الاهتمام بالتخطيط الذي يمثل اللبنة الأولى لبناء خطط واستراتيجيات مواجهة الأزمات وإدارتها، بالإضافة إلى ضرورة الاهتمام بفاعلية القرارات الإدارية بالمؤسسة العامة للكهرباء، لما لها من تأثير على كافة العمليات الإدارية ووظائفها، خصوصا في ظل الأزمات المتعددة والمتنوعة التي تواجه المؤسسة بسبب عدم استقرار البيئة اليمنية.

The study aimed to identify the importance of crisis management with its dimensions (planning - organizing- directing- following) on the effectiveness of administrative decisions in the Public Electricity Corporation, and to achieve the goals of the study, the descriptive analytical approach was used, and the study community was chosen from the leaders of the General Administration of the Public Electricity Corporation who occupy The following administrative positions (general manager- deputy general manager- director of administration) who number (154) director, and due to the small size of the study community, a comprehensive survey method was used, the use of the questionnaire is a main tool for collecting data, and due to the loss or loss of questionnaires by some respondents, (231) questionnaires were distributed to avoid missing data and lost or un-recovered forms, where (107) forms were retrieved, at a rate of (70%) of the total study population. The data was analyzed using the appropriate statistical methods within the SPSS program. The study concluded a set of results, the most important of which are: that the level of crisis management and the level of effectiveness of administrative decisions in the Public Electricity Corporation are low, in addition, there were very strong direct relationship between crisis management and the effectiveness of administrative decisions, and that the practice of the dimensions of crisis management (planning- organizing- directing- controlling) had a role to improve the effectiveness of administrative decisions taken in the Public Electricity Corporation. The study represented many recommendations, the most important of which are: Attention to crisis management through its dimensions (planning- organizing- directing- controlling) , with more attention to planning that represents the first building block for building plans and strategies to face and manage crises, in addition to the need to pay attention to the effectiveness of administrative decisions in the Public Electricity Corporation because of its impact on all administrative processes and functions, especially in light of the multiple and varied crises facing the institution due to the instability of the Yemeni environment.
