|a إثر انهيار أسعار البترول ابتداء من شهر جوان 2014، عرف الاقتصاد الجزائري عجزا في الميزانية وتفاقما كبيرا في الحساب الجاري الخارجي، مما أدى إلى تآكل كلي لموارد صندوق ضبط الإيرادات ومع تفاقم كل هذه الضغوطات، دخلت الجزائر في غمار تجربة التسهيل الكمي كآلية للتمويل غي التقليدي قصد تمويل الخزينة العمومية مباشرة، اعتمادا على إصدارات نقدية جديدة. تهدف الدراسة إلى بناء نموذج قياسي مهيأ لدراسة القدرة التنبؤية لبعض المتغيرات الاقتصادية مع تقييم هذه الآلية وانعكاساتها على الأداء الاقتصادي. أظهرت نتائج الدراسة أن سياسة التمويل غير التقليدي لا تؤثر في المتغيرات الكلية الحقيقية كالنمو الاقتصادي ومعدلات البطالة، حتى أسعار الفائدة لا تستجيب لهذه السياسة، وفي المقابل لها ضغوط تضخمية تتزايد بصفة خطية سواء في الأجل القصير، المتوسط أو الطويل.
|b Following the collapse of oil prices starting in June 2014, the Algerian economy experienced a budget deficit and a significant deterioration in the external current account, which led to a total erosion of the Revenue Control Fund’s resources and a sharp drop in exchange reserves. As a mechanism for unconventional financing in order to finance the public treasury directly, depending on new cash issuances. The study aims to build a standard model prepared to study the predictive ability of some economic variables while evaluating this mechanism and its repercussions on economic performance. The results of the study showed that the policy of unconventional financing does not affect the real macro variables such as economic growth and unemployment rates, even interest rates do not respond to this policy, and in contrast, it has linearly increasing inflationary pressures, whether in the short, medium or long term.
