|a إن تحقيق السير الحسن للمنازعات التي تطرح أمام القضاء الإداري يستدعي وجود ذلك الانسجام الهيكلي بين القضاء العادي والقضاء الإداري، وأيضا حتى يكون هناك تكافؤ للفرص بين المراكز القانونية في طرح نزاعهم أكثر من مرة لدى القضاء، وهو ما تحقق من خلال استحداث جهات قضائية كدرجة ثانية أو ما يعرف بالمحاكم الإدارية للاستئناف مما أعطى للمنازعات الإداري نمط سير جديد. والهدف من هذه الدراسة هو إبراز ذلك الأثر اللاحق بسيرورة المنازعات الإدارية في ظل هذا التنظيم القضائي المستحدث من خلال الوقوف على موقف المشرع الجزائري بلجوئه إلى مبدأ التقاضي على درجتين في هذه المنازعات وكذا إجراءات التقاضي في ظل وجود هذا الهيكل القضائي.
