المستخلص: في هذا البحث الموسوم بـ (الآليات الوطنية والدولية لمكافحة ظاهرة الفساد) تم التطرق لظاهرة الفساد وسبل مكافحته على المستويين الوطني، والدولي؛ وفق نسق ومنهجية علمية تتمحور في تقسيم هذا البحث إلى مبحثين: يسبقهما مطلب تمهيدي، تم تخصيصه للتأصيل النظري لظاهرة الفساد، حيث تم التطرق فيه لتعريف ظاهرة الفساد، وصورها وأنواعها في فرع أول، وأسبابها في فرع ثان، بعد هذا التمهيد، تم تخصيص المبحثين الأول، والثاني للجانب التطبيقي، والذي يتناول الآليات الوطنية، والدولية لمكافحة ظاهرة الفساد، وهذا الجانب على قدر كبير من الأهمية؛ حيث تم تقسيم المبحث الأول، الذي تم تخصيصه للآليات الوطنية ودورها في مكافحة الفساد، وهو يلامس عصب وقلب الحالة الليبية، وعلى هذا النسق تم تقسيم المبحث الأول إلى مطلبين: الأول تمت الإشارة فيه إلى الأجهزة الرقابية الليبية المعنية بمكافحة ظاهرة الفساد في مجالات محددة، ومن أهمها: ديوان المحاسبة، وهيأة الرقابة الإدارية، ووحدة المعلومات، واللجنة الوطنية في المصرف المركزي، في حين تم تخصيص المطلب الثاني: للحديث عن دور الهيأة الوطنية لمكافحة الفساد في ليبيا وجهودها في هذا الإطار؛ بحسبانها هي الجهة المختصة والخاصة بمكافحة الفساد على الرغم من حداثة نشأتها، أما المبحث الثاني: والمعنون بالآليات الدولية لمكافحة الفساد؛ فقد تم تقسيمه إلى مطلبين: في الأول تم التطرق لمنظمة الشفافية الدولية؛ باعتبارها من أهم الآليات الفاعلة على المسرح الدولي في مكافحة ظاهرة الفساد، في حين تم تخصيص المطلب الثاني للاتفاقية الدولية لمكافحة الفساد؛ باعتبارها تمثل نقلة نوعية لمكافحة ظاهرة الفساد بما تحتويها من أحكام، لنصل في نهاية المطاف إلى خاتمة البحث التي احتوت على جملة من النتائج، وعدد من التوصيات علها تسهم بصورة، أو بأخرى في مكافحة هذه الظاهرة المستفحلة.

In this research entitled (National and International Mechanisms to Combat the Phenomenon of Corruption), the phenomenon of corruption and ways to combat it at the national and international levels were discussed. According to a scientific format and methodology centered on dividing this research into two sections: preceded by an introductory section, which was devoted to the theoretical rooting of the phenomenon of corruption, in which the definition of the phenomenon of corruption, its forms and types were addressed in a first section, and its causes in a second section. After this introduction, the first two sections were allocated. The second is for the applied aspect, which deals with national and international mechanisms to combat the phenomenon of corruption. This aspect is of great importance; The first section was divided, which was devoted to the national mechanisms and their role in combating corruption, and it touches the nerve and heart of the Libyan situation. In this way, the first section was divided into two topics: the first referred to the Libyan regulatory bodies concerned with combating the phenomenon of corruption in specific areas, and The most important of them are: the Audit Bureau , the Administrative Control Authority and the Information Unit, the National Committee at the Central Bank ,while the second requirement was allocated: to talk about the role of the National Anti-Corruption Authority in Libya and its efforts in this framework; Considering that it is the competent and special authority to combat corruption, despite its recent inception, As for the second section: entitled international mechanisms to combat corruption; It was divided into two demands: in the first, Transparency International was addressed; As one of the most important effective mechanisms on the international stage in combating the phenomenon of corruption, while the second demand was allocated to the International Convention against Corruption; As it represents a qualitative leap in combating the phenomenon of corruption with the provisions it contains, let us ultimately reach the conclusion of the research, which contained a number of results, and was appended with a number of recommendations that may contribute in one way or another to combating this rampant phenomenon.
