مهما اختلفت تعريفات الديمقراطية فإنها تتفق على أنها حكم الشعب وإن الشعب مصدر السلطات في النظم الديمقراطية، وتقوم الديمقراطية على مبادئ من حرية التعبير والعدالة والمساواة في الحقوق بين أفراد المجتمع وسيادة القانون والشفافية في القرارات مهما تعددت أشكالها من مباشرة أو غير مباشرة. وتعتبر ممارسة الحقوق السياسية للأفراد من أهم أوجه هذه الحقوق والتعبير عن إرادة الأفراد في اختيار من يمثلهم في اتخاذ القرارات والتشريع، وكذلك الحق في تولي الوظائف العامة والتمثيل في المجالس الحاكمة المنتخبة، ويتم ذلك عن طريق نظم انتخابية تكفل المساواة بين أفراد المجتمع دون تمييز، إلا أن لكل دولة الحق في وضع أنظمة انتخابية ذات خصوصية، وتضع الدول عادة شروطاً تناسب هذه الخصوصية ووضع شروط الترشيح والانتخاب حسب ظروفها. وتأثرت الديمقراطية في العالم العربي بعدة عوامل حدت من نجاح هذه الممارسات وشكلت عائقاً دون تحقيق نتائجها الإيجابية، وكان في طليعتها ما يعرف بمفهوم العولمة، وكانت هذه العوامل محددات للإرادة السياسة الوطنية المستقلة وشكلت العولمة بما أفرزته من ممارسات شوهت صورة الديمقراطية العربية وحدت من التطوير المرغوب فيه وظهرت في كثير من الحالات أنها ديمقراطية مفروضة من الخارج، ولم تكن تعبيراً حقيقياً عن إرادة الشعوب العربية التي عانت من حقب الاستعمار والاحتلال العسكري والتقسيم القسري لحدوده المصطنعة وتعرض لهجمة منظمة قادتها القوى العظمى بالآلة العسكرية تارة وبالشركات العالمية الكبرى تارة أخرى، كذلك المنظمات والمؤسسات الدولية تحت ستار العولمة وساقت لسيطرته ذرائع أسمتها نشر الديمقراطية، وتم تخصيص هذا البحث للبحث في هذه الجدلية ووضع تصورات للحلول المقترحة للخروج من هذا الوضع المصطنع.
