520		\|b It is known that there is an exodus of Iraqi scientific competencies outside the country, which began since the days of the former regime and intensified after the events of 2003 until it became like a bleeding wound that can’t heal. \ The loss of the country by the great migration of scientific talent is big because it is difficult to compensate or replace them with others, for they are elite and exclusive community leaders in development and prosperity. \ In off this dangerous phenomenon, the state must stands a courageous stand, and find out the causes and work seriously on defusing them, and thus prepares the way for the return of competencies scientific .
