سبل الارتقاء بالشراكة بين الوحدات البحثية في هيئة التعليم التقني والقطاع الخاص

المستخلص: يهدف البحث إلى المساهمة في المشكلات التي تواجه عمل القطاع الخاص والأساليب العلمية من خلال الوحدات البحثية، وتنشيط الوحدات البحثية وتفعيلها من خلال قيامها بإجراء البحوث التطبيقية التي تتلائم مع احتياجات سوق عمل القطاع الخاص، مع دراسة واقع عمل الوحدات البحثية (وحدة بحوث الجودة، وحدة البحوث وتصنيع البدائل والمستلزمات الطبية) وسبل تحفيزها. تم اعتماد المنهج المسحي الميداني التطبيقي لموضوع البحث وذلك باختيار وحدة بحوث الجودة/ الكلية التقنية الإدارية ووحدة البحوث وتصنيع البدائل والمستلزمات الطبية والتي شكلت (25%) من إجمالي مجتمع العينة، تم توزيع (2) أستبانة الأولى الخاصة بالباحثين في الوحدتين البحثيتين وبواقع (20) استبانة واستلمت (8) فقط وضمت هذه الاستبانة على (20) سؤال، أما الاستبانة الثانية الخاصة بشركات القطاع الخاص فقط وزعت (20) استبانة على مجموعة من شركات القطاع الخاص وتم استلام (10) استبانة فقط وضمت (12) سؤال.من أهم النتائج التي توصل إليها البحث: 1- ثبوت صحة فرضيات البحث الخمسة التي تؤدي إلى الارتقاء بالشراكة بين الوحدات البحثية والقطاع الخاص. 2- أن شركات القطاع الخاص لديها معلومات عن مفهوم الوحدات البحثية الجامعية الحكومية وأن قرار الشراكة معها يعتبر قرار ستراتيجي يضمن الارتقاء بعملهم ويعظم من ارباحهم حيث كانت نسبة الإجابة بنعم (90%) وكذلك كانت نسبة الإجابة بنعم من قبل الباحثين في الوحدات البحثية (100%) على أنه قرار ستراتيجي. 3- اتفقت إجابات الباحثين في الوحدات البحثية مع إجابات شركات القطاع الخاص على الآتي: - حول عدم مساهمة القطاع الخاص بتمويل بحوث الوحدات البحثية الجامعية الحكومي. - تفضيلهم وتركيزهم على البحوث التطبيقية باعتبارها تساهم في حل مشكلات المجتمع. - تخصيص نسبة من عائد الشراكة مع شركات القطاع لتوزيعها على الباحثين في الوحدات البحثية كحوافز. - وجد ثقة متبادلة بينهم. وأما أهم التوصيات التي توصل إليها البحث: 1- إصدار القوانين والتعليمات التي تسهل وتنظم عملية التعاقد مع شركات القطاع الخاص. 2- جعل نسبة التمويل الحكومي للوحدات البحثية الجامعية قليل ولا يتجاوز (25%) والاعتماد بشكل كبير على الموارد المالية المتأتية من الشراكة مع شركات القطاع الخاص وذلك لتفعيل وتحفيز الباحثين ومدراء الوحدات البحثية على القيام بخطوات فعالة للشراكة مع شركات القطاع الخاص ولبذل عناية مهنية عالية للارتقاء بجودة البحوث المقدمة وليس الاقتصار على الإشراف على طلبة الدراسات العليا وإعداد بحوث للترقية فقط. الكلمات المفتاحية: الشراكة البحثية، الوحدات البحثية، هيئة التعليم التقني، القطاع الخاص، البحث العلمي. \

Found a mutual trust between them.- But the most important recommendations of the Search: 1-Issuing laws and regulations that facilitate and regulate the contracting process with private sector companies. 2- make the proportion of government funding for the units of the research university just does not exceed (25%) and rely heavily on the financial resources derived from the partnership with private sector companies in order to activate and stimulate researchers and directors of research units to take steps for effective partnership with private sector companies and to make care professional to improve quality of research presented, not only to supervise graduate students research and prepare for promotion only.Key words: research partnership, research units, the technical education, private sector, scientific research \
