المستخلص: على الرغم من التحسن الذي شهده الاقتصاد المصري في الفترة السابقة للثورة المصرية في 25 يناير 2011، إلا أن هذا التحسن لم يمتد أثره ليشمل المواطن العادي. فقد اقترن التحسن بزيادة معدلات البطالة، وانخفاض الدخول، وتدهور مستوى الرفاهية، وبوجه عام غياب العدالة الاجتماعية. في هذا السياق، فقد هدفت الورقة إلى بحث العلاقة بين كل من زيادة معدلات الاستثمار في الفترة السابقة للثورة وما تبعها من زيادة ملحوظة في النمو الاقتصادي من ناحية، وحقيقة توزيع ثمار هذا النمو بشكل قد أدى إلى تحفيز التغيرات السياسية منذ الثورة وحتى الآن من ناحية أخرى. كما خلصت الورقة إلى مجموعة من العوامل التي حفزت في مجملها بحدوث تغير سياسي نتيجة غياب العدالة الاقتصادية والاجتماعية في توزيع ثمار النمو وضعف التساقط واختلال آلياته. وتمثلت تلك العوامل في: (1) قصر فترة الزيادة في معدلات الاستثمار والنمو، التي أتت بعد فترة تراجع الاستثمارات، ومن ثم فإن تأثيرها في تحقيق النمو المستدام يعد محدوداً للغاية. (2) العلاقة السالبة بين الاستثمار العام والخاص مما ادى الى الحد من التأثير الإيجابي لزياده معدلات الاستثمار والتأثير السلبي على التنمية البشرية، وعلى توزيع ثمار النمو وما ترتب على ذلك من الشعور بعدم الرضا. (3) عدم كفاءة التوزيع القطاعي والجغرافي للاستثمار مما ساهم في تعميق الشعور بغياب العدالة وانحسار الأثر الإيجابي لزيادة الاستثمارات والنمو لدى فئات محددة من المجتمع. (4) وجود نسبة ليست يسيرة من الاستثمار الأجنبي المباشر في شكل الاندماج والاستحواذ، الذي لا يدخل في قيمة الاستثمار بالمفهوم الاقتصادي. (5) غياب استراتيجية للتشغيل وغياب التنسيق بين سياسات التعليم والعمل، مما أدى إلى وجود اختلالات هيكلية في سوق العمل.

Despite of the apparent improvement in the macroeconomic fundamentals in Egypt prior to the 25th of January Revolution; this progress was not reflected in the life of the average Egyptian citizen, as lingering problems of unemployment, shattered public services, and more pervasively deterioration in the level of equality and social justice continued to plague the Egyptian society. Taking this further, this paper examines the link between the increases in the level of investment and hence growth and the unfair distribution of growth benefits which may in turn have contributed in the eruption of the revolution. After examining the trend of investment, its geographic and sectoral distribution, foreign direct investment and the link between investment from one side and employment , poverty and reduction from another other side, the paper has distilled a number of factors which may explain how the upbeat trend in investment and economic growth were not felt by a large majority of Egyptians. First, the period which characterized by apparent improvement in investment and growth levels was quite short and came after a period where growth and especially investment suffered from major setbacks. Second, the emergence of a visible tradeoff between public and private investment constrained the positive effect of higher private investment and deepened the feeling of social injustice as a result of feeble public investment in human capital and infrastructure. Third, the unfair geographical distribution of investment as well as the inadequate sectoral distribution has deepened the feeling of inequality and exclusive growth. Fourth, the mismatch between labor qualifications and labor market needs has created major structural imbalances in the Egyptian labor market which again added to the feeling of inequality and exclusivity of growth benefits
