إن الواقع الذي نعيشه الآن قد تجاوز ما كان يعد أسطورة أو خيالاً علمياً في بداية التسعينات من القرن الماضي، فهذا الواقع أضحى حقيقة واقعة يمكن إدراكها من شتى أنماط الحياة وبصورة خاصة الاقتصادية منها. الأمر الذي يجعلنا نقف في مواجهة منعطف تاريخي يتجسد في مجتمع المعرفة الذي يتعدى النماذج المجتمعية السابقة للمجتمع الصناعي وما بعد الصناعي "مجتمع المعلومات". مما يستوجب علينا ضرورة الإسراع في التدارس والاستيعاب لتطبيقات تكنولوجيا المعلومات والاتصالات (ICT)، التي أضحت نافذة للتطور الاقتصادي والسياسي والاجتماعي والثقافي... الخ، إذ أنها لم تعد معياراً للتقدم والتخلف فحسب، بل غيرت في بنية مصادر الثروة في المجتمعات. لذا فإن الورقة تركز بشكل أساسي على أهمية تكنولوجيا المعلومات كأدوات آنية ومستقبلية، مستعرضة بعض التطبيقات المجتمعية كنماذج للاستدلال والتدارس والاستفادة منها، في الوصول لرؤية استشرافية للتحول لمجتمع المعرفة في ليبيا.
The reality in which we live now has exceeded what was regarded as a myth or science fiction in the early nineties of the last century, it actually became a reality can be aware of the various lifestyles and particularly the economic ones. Which makes us stand in the face of a historic turning point embodied in the knowledge society that goes beyond previous community-based models of industrial society and post-industrial "information society". Which requires us need to expedite the seminars and assimilation of information technology applications and communications (ICT), which has become a window for the development of economic, political and social and cultural… etc., as it is no longer the benchmark for progress and backwardness, but also changed the structure of the source of wealth in communities. Therefore, the paper focuses primarily on the importance of information technology as immediate and future tools, cross-sectional community some applications as models for inference and seminars and benefit from them, to reach the forward-looking vision for the transformation to a knowledge society in Libya.
