لقد حقق التطور التكنولوجي والعلمي تحولات هائلة في العديد من المجالات، أبرزها ما يعرفه قطاع الاتصالات، من خلال ظهور تكنولوجيا الاتصال الحديثة، والتي تصدرتها الانترنت بلا منازع، التي بالرغم من أهميتها البالغة لم تشمل كل الدول بصفة متوازنة، ففي الوقت الذي أصبحت فيه هذه التقنية أداة اتصالية ومعرفية مهمة في الدول المتقدمة، وحظيت بالاهتمام والتطوير من حيث تعزيز محتواها الفكري ومعدل الاستخدام، نتيجة امتلاك هذه الدول التقنيات الحديثة لتوليد المعرفة واستغلالها ونشرها، لا تزال الدول النامية ومن بينها الدول العربية تتباطأ بخصوص الانخراط في هذه التقنية الرقمية، التي ما زالت نسبة النفاذ إليها ضعيفة جداً، إضافة إلى ضعف المحتوى الفكري العربي عليها كماً وكيفاً. نتيجة لذلك ظهرت فجوة رقمية وهوة واسعة بين العالم المتقدم والدول العربية، جسمتها شبكة الانترنت، وأبرز مؤشراتها نسبة ونوعية المحتوى العربي على الشبكة، ومعدل النفاذ والاستعمال لهذا المحتوى، إضافة إلى مظاهر أخرى على الشبكة توضح الشرخ الكبير الحاصل، والذي يتسع باستمرار. إن هذه الفجوة الرقمية على الشبكة العالمية زادت الأمور سوءاً بالنسبة للعالم العربي، إذ إن المعرفة العالمية تتضخم بسرعة مذهلة يومياً، في حين لم تستطع اللغة العربية مجاراتها لأسباب اقتصادية وثقافية وسياسية، ونحاول من خلال هذا البحث توصيف الفجوة الرقمية العربية على الانترنت، وتحديد مظاهرها ومسبباتها، والكشف عن الجهات المعنية بتقليصها، مع إبراز كيفية الحد من اتساعها بحلول علمية وعملية جادة.
Technological and scientific progress has generated great changes in various fields, mainly the area of communication where new communication technology is significantly apparent via the Internet as a real leader. In spite of the importance of the latter, one can notice an imbalance in the spreading of this technology throughout the world. In fact, while this technology has become an outstanding instrument of communication and knowledge acquisition in developed countries with the provision of a great consideration, by reinforcing its intellectual content and by improving its rate use aiming at producing knowledge, exploiting and disseminating it, developing countries, among them the Arab ones, on the opposite, are very late in terms of integrating the space of this digital technique, and this can be observed through the modest access to this technology, in addition to the weak Arab intellectual content on these digital devices quantitatively and qualitatively. This situation has led to a wide digital gap between the developed countries and the Arab ones, expressed essentially by the Internet, and illustrated by the low percentage and modest quality of the Arab content on the net, the access rate and use of this content, in addition to other aspects on the network that show clearly the continuous growth of the gap. The digital divide on the Internet has made the situation worse for the Arab nations, since the world knowledge increases daily at a high speed, whereas the Arab language cannot cope with this growth for economic, cultural and political reasons. Through this paper, we intend to describe the Arab situation within the digital gap on the Internet, to identify its aspects and causes, and to distinguish the parties that can reduce it providing some scientific and practical solutions that can stop the growth of this gap.
