تنطلق الورقة البحثية من المفاهيم والمنطلقات الأساسية للهندسة الانتخابية، من حيث دورها في الترسيخ الديمقراطي ورفع التمثيل السياسي وتحسين كفاءة النظم الانتخابية في التمثيل والحكامة Governance، وهذه المنطلقات تتجسد من خلال وجود ثلاث مجموعة من الأهداف للهندسة الانتخابية، لكن هذه الأهداف والمنطلقات تختلف باختلاف النظم السياسية، فرغم أهمية الهندسة السياسية في بناء المؤسسات وتقوية وترسيخ الديمقراطية إلا أنها ليست ضمانة أكيدة للتحول الديمقراطي خصوصا في حالة توظيف الهندسة السياسية لتجديد شرعية النظم التسلطية، وهو ما يشهده واقع النظام الانتخابي في العالم العربي وفي الجزائر على الخصوص، والذي شهد مجموعة من التغييرات، في شكله ومضمونه، بحيث أدى في المحصلة إلى تشكل نظام انتخابي، من خلال مجموعة من الممارسات المتكررة ومن خلال طريقة سن القوانين الانتخابية، تهدف إلى تكريس وضع قائم، وتضع حدودا وقيودا أمام إمكانية إجراء انتخابات نزيهة وشفافة وتنافسية، وإمكانية التغيير السياسي عن طريق الانتخابات، نظرا لغياب مجموعة من الضمانات القانونية والدستورية، وضمانات على مستوى الإجراءات الرقابية وإجراء العملية الانتخابية the paper aims to discuss the concepts of electoral and political engineering, in terms of its role in the consolidation of democratic and raise the political representation and in improving the efficiency of the electoral systems in the representation and governance, and these perspectives are reflected by the presence of three set of objectives for electoral engineering, but these goals and perspectives vary according to political systems, although the importance of engineering political institution-building and the strengthening and consolidation of democracy, but it is not a sure guarantee for democratic transformation, especially in the case of hiring engineering political to renew the legitimacy of systems authoritarianism, which in witnessing the reality of the electoral system in the Arab world and in Algeria in particular, which has seen a series of changes, in the form and content, so that led ultimately to the formation of an electoral system through a set of practices repeated and through the way of electoral laws intended to devote an upright power statu quo, and set limits and restrictions to the possibility of holding fair, transparent and competitive elections, and the possibility of political change through elections Cet article veule discuter les concepts de l'ingénierie électorale et politique , en termes de son rôle dans la consolidation de la démocratie et d’ augmenter la représentation politique et aussi dans l'amélioration de l'efficacité des systèmes électoraux dans la représentation et la gouvernance , ces perspectives sont reflétées par la présence de trois série d'objectifs pour l'ingénierie électorale , mais ces objectifs et perspectives varient selon les systèmes politiques , bien que l’idées de l’ingénierie est importante dans la création d'institutions politiques et la consolidation de la démocratie et leur renforcement , mais en même temps l’idée elle-même n'est pas une garantie sûre pour la transformation démocratique , en particulier dans le cas de l'embauche d' ingénieurs pour renouveler la légitimité politique des systèmes autoritarisme , dans le témoignage de la réalité du système électoral dans le monde arabe en particulier , et en Algérie , on a connu une série de changements , dans le formelle, de sorte que en fin de compte conduit à la formation d'un système électoral à travers un ensemble de pratiques répétées et par la voie de lois électorales vise à consacrer une puissance verticale du statu quo , et pose des limites et des restrictions à la possibilité de faire des élections justes, fiables, transparentes et concurrentielles , et la possibilité de changement politique par des élections |
