|b The study aims primarily to highlight the importance of dialogue between oil producing and consuming countries in stabilizing the oil market by avoiding the sharp oil prices swings. \ The first part of the study reviews the developments in oil prices, and the degree of volatility during the period 1990- 2010, while the second part highlights the evolution of the dialogue between consumers and producers during the past two decades, from its humble beginnings in 1991, up to the rise of the International Energy Forum, which is now representing the world largest gathering of Energy Ministers. \ The third part dedicated to give an overview of the different channels of dialogue between oil producing and consuming countries, and most important one is the International Energy Forum, which comprises 86 countries, accounts for more than 90% of global oil and natural gas supply and demand. The fourth and last part of the study examines the impacts of the dialogue in reducing the undesirable volatility and sharp swings of oil prices. \ In conclusion the study indicates the importance of energy security and the need for serious and constructive cooperation among various shareholders. At the same time, it emphasizes on strengthening and enhancing the dialogue between energy producers and consumers in different areas of the petroleum industry such as technology and human resource development. Finally, it calls for avoiding the adoption of any legislations or laws that harm the cooperation between the two parties.
