استهدفت الدراسة بيان وظائف البعثة الدبلوماسية الدائمة في النظرية والممارسة، والقيود المفروضة على هذه الممارسات، لإعطاء معلومة كاملة للمهتم بموضوع الدراسة ومهما كان تخصصه، ليستخلص كل "تجاوز" لأي عضو بعثة دبلوماسية أثناء قيامه بمهامه، أو حتى معرفته "بتجاوز" سلطات الدولة المعتمد لديها لواجباتها. كما جاءت الدراسة في وقتها مجيبة على التدخلات غير القانونية لبعض السفراء وأعوانهم من حملة "الصفة الدبلوماسية في الشؤون الداخلية لبعض دول "الربيع العربي"، التي واجهت أو ما زالت تواجه انتفاضات شعبية أو ثورات ترقى إلى حد الحرب الأهلية. ولتجيب في الوقت نفسه عن بعض التساؤلات أو الفتاوى التي تدعي أن الثورة التكنولوجية قد أضافت وظائف جديدة للبعثة الدبلوماسية الدائمة. وذلك باستخدام المنهج القانوني - المؤسسي في الدراسة. وخلصت الدراسة إلى عدة نتائج أهمها: أن من إيجابيات اتفاقية فيينا للعلاقات الدبلوماسية الدائمة، أنها جمعت جميع الوظائف الرئيسية والاستثنائية للبعثة الدبلوماسية الدائمة ذات الأصول العرفية ووضعت قيودًا على ممارستها، وأن عدم مراعاة رئيس البعثة وباقي أعضائها لهذه النصوص، يعتبر تدخلاً في الشؤون الداخلية للدولة المعتمد لديها والتي من حقها اتخاذ الإجراءات التي تراها مناسبة "إن أرادت". وأن العولمة وتكنولوجيا المعلومات لم تؤثر على وظائف البعثة الدبلوماسية الدائمة وأن من تأثر هي أساليب ممارستها. وأن أحداث "الربيع العربي" لم تؤثر على هذه الوظائف ذات الأصول العرفية
This study aims to state the functions of the permanent diplomatic mission in theory and praxis and the imposed restrictions on the mentioned functions, providing the full information knowledge to an audience interested in this specific subject and enabling the reader to deduce any breach a mission's staff member or the receiving state authorities might engage in while carrying out their functions. Another ground for this study is the current illegal intervention of a number of ambassadors and their diplomatic staff in the internal affairs of the ’’Arab Spring" countries which have recently faced or are still facing popular uprisings and revolutions which amount to civil war. Furthermore it answers the presumptions and interpretations stating that social media and the revolutionary web has added new functions to the permanent diplomatic mission legal-institutional method in the study, through the use of Following is a conclusion of the results of the mentioned issues: One of the strong points of the Vienna convention on diplomatic relations is its amassment of the main and exceptional functions of the permanent diplomatic mission of customary origins and its restrictions of such behavior. The failure to observe these texts by the head of the mission or its other members is considered an illegal intervention in the internal affairs of the receiving state, which then becomes entitled to take fitting measures against the mission. Globalization and information technology have not affected the functions of the permanent diplomatic mission themselves but the method in which these functions are being carried out, thus the "Arab Spring" uprisings did not affect these functions of customary origins.
