لقد أصبح لجودة التعليم الجامعي أهمية كبيرة في ظل الثورة المعلوماتية التي يشهدها العالم، حيث يعد التعليم من أكثر الاستثمارات عائداً ونقطة البداية الصحيحة لأي برنامج تنموي. وفي إطار ذلك تأتي أهمية تحديد المتطلبات التشريعية لتحقيق جودة التعليم نظراً لكون التشريع أداة فعالة لتطوير المجتمع اقتصادياً وسياسياً واجتماعياً من خلال سن القوانين التي تتطلبها حاجات المجتمع أو تطويره وتقدمه. وتأسيساً على ذلك تحاول الدراسة توضيح وتحليل رؤى أعضاء هيئة التدريس حول المتطلبات التشريعية لقانون تنظيم الجامعات المزمع إصداره بما يجعله محققاً لمعايير الجودة المطلوبة، ومحققاً في نفس الوقت لآمال وطموحات أعضاء هيئة التدريس. وقد اعتمدت الدراسة على الأسلوب الوصفي التحليلي والأسلوب الإحصائي والأسلوب المقارن. وقد تم جمع البيانات من خلال استمارة بحث طبقت على عينة من أعضاء هيئة التدريس (90 عضواً) من الكليات النظرية والعملية بجامعة طنطا، كما قام الباحث بتنظيم عدد من جماعات النقاش (ثلاث مجموعات كل مجموعة مكونة من خمسة أفراد) مع بعض أعضاء هيئة التدريس من الكليات النظرية والعملية لاستخلاص وتنقيح بعض الآراء حول موضوع الدراسة. وقد توصلت الدراسة إلى أن أبرز جوانب القصور في التشريع الحالي تتمثل في المعوقات الإدارية نظراً لعدم وجود الشفافية في أداء الإدارات الجامعية، وأيضاً لعدم اختيار الأكفأ والأنسب في المواقع الإدارية المختلفة. كما أكد غالبية أفراد العينة على أن أهم الجوانب التي يجب على المشرع توخيها عند إصدار قانون تنظيم الجامعات الجديد تتمثل في تولي المناصب القيادية بالانتخاب، وإعادة النظر في أوضاع هيئة التدريس، والحرص على توفير المزيد من الحرية الأكاديمية، والعمل على تنمية المهارات الفكرية التنافسية. \
The quality of university education has become of great importance in light of the information revolution taking place in the world, where education is one of the most investment return and the correct starting point for any development program. As part of that comes the importance of identifying legislative requirements to achieve quality education due to the fact that the legislation is an effective tool to develop the society economically, politically and socially through the enactment of laws required by the needs of the society or develop and progress. Based on this study attempts to clarify the insights and analysis of faculty members on the legislative requirements of the law on universtities to be issued, making it the interest of the required quality standards and achieving at the same time the hopes and aspirations of the faculty members. The study adopted the method of analytical and descriptive statistical method and the comparative method. Data was collected through a form search applied to the sample of faculty members (90 members) of the colleges the theoretical and practical, Tanta University, as the researcher has organized an number of discussion groups (three groups, each group composed of five members) with some faculty members colleges theoretical and practical extraction and revised some of the views on the subject of the study. The study concluded that the most important deficiencies in the current legislation is the administrative obstacles due to lack of transparenc in the performance of university administrations, and also not to pick the most efficient and appropriate in various administrative positions, also stressed the majority of the sample that the most important aspects that must be the legislator envisaged when a law organizing the new Univresity is to assume positions of ensure the provision of more academic freedom, and work on the development of intellectual skills competivtiveness. \
