إن التخطيط بوجه عام عنصر أساسي في العملية الإدارية، بل هو أول مراحلها وأحد ركائز العمل المنظم الرشيد الذي يجب أن يتصف به كل جهد جماعي أو فردي، فمن خلاله تتحدد الغايات والأهداف الأساسية والإجراءات والتدابير اللازمة للوصول إلى هذه الغايات والأهداف. ولقد برزت معاني التخطيط الاستراتيجي جلية واضحة، واقترنت بالمؤسسات غير الربحية والخدماتية، فالمفاهيم الحديثة للعمليات الإدارية من أبرز المفاهيم التي حظيت باهتمام كبير حتى أصبحت تستحوذ على جل اهتمام الدول والمؤسسات والأفراد. وارتبط مفهوم التخطيط الاستراتيجي بالمفاهيم العسكرية ثم لصناعية، إلا أن ارتباط التخطيط الاستراتيجي بالمؤسسات الخدماتية أو التي تقدم خدمات جاء متأخراً مع بداية التسعينيات، وقد تناوله المتخصصون بالتحليل في الكثير من الأدبيات. اذن فالتخطيط الاستراتيجي يعتبر من الأساليب التي تساعد المؤسسات والمنظمات بجميع أنواعها وأشكالها وحجمها على التأقلم مع بيئتها الخارجية والداخلية، وبالتالي زيادة كفاءتها وفاعلية مخرجاتها سواء أكانت منتجات أم خدمات وهذا ما يمكن تطبيقه أو إسقاطه على قطاع المكتبات بهدف تطويره وإحداث تغيير ايجابي في واقعه، فالمتابع لواقع المكتبات يجد عدم استخدام التخطيط الاستراتيجي أو التباطؤ في تطبيقه لحجج مختلفة. ويتضمن التخطيط الاستراتيجي في المكتبات تطويرا فذي الأداء والتنفيذ وهذا ما يؤكد لنا بُعد التخطيط الاستراتيجي عن العشوائية، وهو بمثابة المرشد للقرارات المتخذة والجهود المبذولة. ومن الواضح أن التخطيط الاستراتيجي يسعى إلى تحقيق الأهداف العامة لأي مكتبة بوسائل أفضل وتكلفة أقل، لذلك لن يتحقق التخطيط ما لم يتم اختيار الوسائل المناسبة الموصلة للأهداف. سنحاول من خلال هذه الورقة البحثية التعرف على التخطيط الاستراتيجي كأداة إدارية تستخدم لتوجيه القرار وتوحيد الجهود نحو غايات المكتبات وأهدافها العليا.
Planning, in general, is a fundamental element in administrative operations. Yet, it is the initial step and one of the essential beam of well organized works that qualifies any personal or group efforts, through which basic objectives and goals, necessary procedures and disposals are taken to reach those objectives and goals. The meanings of the strategic planning appear clearly and are linked with non beneficial and service institutions. The current concepts of administrative operations are of the most prominent which attract a lot of attention to the point where they draw the attention of the countries, institutions and individuals. Strategic planning concept is in parallel with military and then industrial concepts, but its link with the service institutions or those that provide services comes late in the late nineties, when specialists have analysed it in many papers. So, strategic planning is considered on of the methods which help institution and organizations in all kinds, forms and sizes adapt with their external and internal environment and thus increasing their competences and the effectiveness of their debouches whether they were products or services, and that is what can be applied or projected over the libraries' domain in order to develop it and make appositive change in its reality, the follower of the reality of libraries can find the lack of use of strategic planning or the delay of its use or different reasons. The strategic planning in libraries includes a performance and a complete development which confirms that the strategic planning is far away from randomness. It is the guide to decision making and efforts. It is crystal clear that the strategic planning aims to establish the public goals of any given library in better ways and less cost, that is why it will never be established unless the appropriate means have been chosen. We will try through this research paper to know the strategic planning as an administrable tool used to guide the decision and unify the efforts to the libraries goals and their supreme objectives.
