Nowadays, information technology (IT) is indispensible for contemporary private and public organizations. Nevertheless, identifying the perceived qualities of the information systems (IS) being used, the influence of the systems on users job performance and the factors that affect such perceptions provide a foundation for decisions and policies aimed to improve IS effectiveness. This research explored the influence of a number of individual characteristics on the perceived system quality (SQ), information quality (IQ), IT service quality (SVQ), and the individual impact (IIM) of systems on users job performance at the Ministry of Communications (MOC) of Kuwait. Overall, the findings suggest that users hold low positive attitudes towards SQ, IQ, SVQ, and IIM. In addition, gender, education, and tenure have no effect on the perceived systems qualities and individual impact. However, the study shows that age affects SVQ; nation¬ality affects SVQ and IIM; job type affects SVQ; and sector type affects SQ, IQ, SVQ, and IIM. These findings and their implications are further discussed in the paper.
